Invitation for Expression of Interest – Consultancy Services for the Business Licensing Reforms in Mauritius

Introduction
The Government of Mauritius is currently reviewing all regulated business activities with a view to streamlining and simplifying business licensing processes in order to eliminate bottlenecks and to implement process based licensing systems. The Business Facilitation (Miscellaneous Provisions) Act 2006 signaled the vision of the Mauritian government to open up the Mauritian economy and to transform it into a hi-tech, services oriented economy. By implementing bold reforms such as company registration within three days, provision of an occupation permit within three days and streamlining licensing requirements with post-control mechanisms, Mauritius’s ease and cost of doing business is now ranked 27th globally in the World Bank’s annual Doing Business Survey 2008, a progression of 9 nine places with respect to the ranking of 2007. This international accolade is seen as an important index for investors to choose Mauritius as an investment destination. As such, Mauritius ambition is to be amongst the ten best locations for doing business globally by the year 2010

In this context, the Ministry of Finance and Economic Development is inviting Expression of Interest for the Business Licensing Reforms in Mauritius. The Consultancy service will be funded by the Government of Mauritius under Technical Assistance from the World Bank.

Terms of Reference
The consultancy service will include but not limited to:
• Carry out a Current State Analysis (CSA) of the existing business licensing procedures in Mauritius;
• Review business licensing in Mauritius in four Ministries, namely
o The Ministry of Agro Industry and Fisheries
o The Ministry of Finance and Economic Development
o The Ministry of Health and Quality of Life
o The Ministry of Tourism, Leisure and External Communications ;
• Work closely with the MOFED and Board of Investment to streamline the regulated business activities of the relevant Ministries and the regulatory bodies overseeing these activities;
• Do a business process re-engineering exercise on regulated business activities;
• Validate the re-engineered processes with key users, that is, industries associations and captains from the business community;
• Transfer knowledge from the minds of officials into an electronic platform;
• Validate the list of regulated business activities that has already been prepared with a view to have a complete and updated list of all regulated businesses;
• Validate the process maps for business licensing in Mauritius that has been prepared;
• Identify duplication of processes and licenses across the different ministries;
• Identify the critical activities which require licenses and eliminate all unnecessary steps and licenses;
• Benchmark processes with international best-practices;
• Carry out Business Process Re-engineering for regulated activities in close collaboration with all stakeholders and industry associations;
• Disseminate information on all re-engineered processes to key stakeholders; and
• Facilitate the mapping of the re-engineered processes on the electronic platform that will be set up by BOI.

Consultant’s Qualifications
The Consultant should have a post-graduate degree or equivalent in a relevant discipline and at least 10 years of experience in the design, implementation and monitoring of Business Licensing Reforms in developed and middle income countries. Communications skills will be critical, fluency in English will be necessary, and French an advantage. Prior experience in Mauritius will be a plus but not a pre-requisite. Applicants will be judged on their ability to work strategically as well as at the implementation level, on their ability to work with teams to get results, and on a demonstrated track record of successful outcomes from programmes they have worked on in the past.

Time Frame
The total project duration is 6 months and is expected to start in September 2008.. It is projected that as and when the processes are being re-engineered, they will be implemented and uploaded onto the electronic platform.

Reporting
A Steering Committee has been set up under the chairmanship of the Ministry of Finance and Economic Development. Members of this committee also comprise representatives of the Joint Economic Council, Board of Investment and the World Bank. The Consultant will report to the Financial Secretary in the Ministry of Finance and Economic Development.

Submission of Expressions
Expressions of interest should briefly include:
(i) the name, address and profile of the applying party, including academic qualifications;
(ii) details of experience in similar assignments undertaken previously, including name of clients, location, duration, description of assignments, value of services provided, etc.; and
(iii) the timeframe for the availability of the Consultant to start the consultancy assignment.

The Board of Investment will also provide office accommodation as the Consultant will be hosted within the premises of the Board of Investment and will be coordinating meetings with sector ministries, state-owned enterprises, and other institutions.

Short listing of Consultants
A shortlist of up to six consultants shall be prepared pursuant to the Expression of Interest exercise and these firms will be invited to submit Proposals for the Consultancy.
