BACKGROUND

The Games of La Francophonie were created in 1987, during the Summit of La Francophonie in Québec. Responsibility for the Games was given to the Conference of Youth and Sport Ministers of French-speaking countries (CONFEJES). The Comité international des Jeux de la Francophonie (CIJF) was then created to take over organizing the Games. The CIJF is now vested in the Organisation internationale de la Francophonie (OIF). The Games are held every four years and are unique as they include both athletic and cultural competitions.

The last Games of La Francophonie were held in Niamey, Niger in 2005, and the next Games will be held in Beirut, Lebanon from September 27 to October 6, 2009. Unlike other Games, the right to host the Games of La Francophonie is awarded to a host government (Lebanon) rather than to a city. Responsibility for the logistics and physical organization of the Games is given to a non-profit organization, the Comité national d’organisation des VIes Jeux de la Francophonie (CNJF).

Team Canada’s participation in these Games is being organized and coordinated by the Department of Canadian Heritage’s Multilateral Organizations Unit in co-operation with Sport Canada and the Cultural Affairs Sector. The Manager of the Multilateral Organizations Unit will act as head of mission and will be assisted by a team of experts, including a deputy head of mission–culture and a deputy head of mission–sport.

In accordance with the terms and conditions of its participation in the Francophonie internationale, within which Quebec and New Brunswick have the status of participating governments, Canada enters only one delegation in the Games of La Francophonie, made up of three distinct teams: Canada, Canada-Quebec and Canada New Brunswick. Each of the three governments is responsible for organizing and coordinating the participation of their team, including the process of selecting participants who will represent them. Quebec and New Brunswick will select the members of their teams from their respective provinces, while Canada selects the members of its team from the country as a whole.


PURPOSE OF THE PROJECT AND OBJECTIVES

The project consists of co-ordinating and managing the selection, preparation and participation of the cultural contingent of the Team Canada delegation to the VIth Games of La Francophonie that will be held in Beirut, Lebanon from September 27 to October 6, 2009. The project’s objectives are as follows:

a.    Send a cultural contingent of high artistic calibre and representative of Canada to the VIth Games of La Francophonie. To do this, the contractor shall promote the cultural competitions as widely as possible and use peer juries to select participants.

b.    In collaboration with the mission team, provide to this contingent the support necessary to the quality of its performance at the Games as well as the well-being of its members before and during the Games.


MANDATORY REQUIREMENTS

M1. The bidder must submit two project samples demonstrating clearly that the firm has organized and co-ordinated at least two national cultural events involving artistic disciplines (for ex. song, dance, visual arts).

The two samples should include details, costs, dates and promotional materials (posters, entry forms, brochures, etc.) developed for these projects if applicable.

M2. The bidder must submit the certifications under Annex A.

The bidder will have to comply with these certifications for the entire duration of the resulting contract.

M3. The bidder must provide detailed résumés of all team members that would be assigned to this project.

M4. The bidder must allocate the imposed minimum fees of $45,000 for the contributions to the artists in his financial proposal.

PERIOD OF WORK

It is anticipated that the project will begin on or about July 16, 2008, and be completed by December 31, 2009.
