INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

The Provincial Government of South Cotabato, through its BIDS & AWARDS COMMITTEE (BAC), invites contractors registered with and classified by the Philippine Contractors Accreditation Board (PCAB) to apply for eligibility and if found eligible, to bid for the hereunder projects with the following Approved Budget for the Contract (ABC), Source of Fund and Project Duration of which bids received in excess of the ABC shall be automatically rejected at Bid Opening:

The Provincial Government of South Cotabato now calls for the submission of Letters of Intent (LOIs) from potential Bidders to apply for eligibility for the above-named projects. Bidders should possess a valid PCAB license applicable to the above type and cost of the contract, have completed a similar contract with a value of at least fifty percent (50%) of the ABC, and meet the other minimum eligibility requirements stated in the Eligibility Documents. Interested Bidders must submit their LOI's on or before June 30, 2008 not later than 10:00 a.m. at the Bids and Awards Committee (BAC) Office, Koronadal City, South Cotabato, and secure the Eligibility Documents therefrom. Applications for eligibility will be evaluated on a "pass/fail" basis. The last day for the submission of the accomplished Eligibility Documents shall be on the date of the opening of Eligibility Documents: June 30, 2008, 10:00 a.m. at BAC Office, Koronadal City, South Cotabato. Only those Bidders passing the eligibility check will be entitled to purchase the Bidding Documents.
Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the "Government Procurement Reform Act", and is restricted, unless otherwise stated, to organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. In accordance with IRR-A of R.A 9184, only Bids from eligible Bidders will be opened. In accordance with the IRR-A of R.A. 9184 a contract will only be awarded to the Lowest Calculated and Responsive Bidder who was determined as such during post-qualification.
Interested Bidders shall submit their accomplished Eligibility Documents to the BAC Secretariat at BAC Office, Koronadal City, South Cotabato, on or before 10:00 a.m. of June 30, 2008.
Interested eligible Bidders may obtain further information from Provincial Government of South Cotabato and inspect the Bidding Documents at the address given below from 8:00 a.m. to 5:00 p.m. on July 4 - 10, 2008.
A complete set of Bidding Documents may be purchased by Bidders that passed the eligibility check upon the presentation of the Notice of Eligibility to the BAC Secretariat, at the address below and upon payment of a non-refundable fee.The Bidding Documents shall be received personally by the bidder or his authorized representative on or before 5:00 p.m. of July 10, 2008.
The Provincial Government of South Cotabato will hold a Pre-Bid Conference open to all Eligible Bidders on July 11, 2008 at 2:00 p.m. at BAC Office or Provincial Engineer's Office, all of Koronadal City, South Cotabato.
Eligible Bidders must submit their Bids at the address below on or before 10:00 a.m. of July 23, 2008. All bids must be accompanied by a Bid Security in form of Cash deposit Certificate, Manager's Check, Bank Guarantee or Surety Bond and in amount specified in the Instruction to Bidders or an equivalent amount in a freely convertible currency. Late Bids shall not be accepted. Bid opening shall be on July 23, 2008 at 2:00 p.m., BAC Office, Koronadal City, South Cotabato. Bids will be opened in the presence of Bidders representatives who choose to attend at the above stated time and venue of the opening of bids.

The Provincial Government of South Cotabato assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids.

Completion of works is required based on the corresponding individual project duration.

The Provincial Government of South Cotabato reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
