II.1.5) Short description of the contract or purchase(s): Blackpool
Council, Capital Projects and Regeneration section, wishes to establish
Partnering Framework arrangements with main Building Contractors with the
aim of delivering its Building Capital Works programme from 2008 to 2012.
It is anticipated that, subject to funding, the overall value of this work
will be £24 - £50 Million. Full details in documentation. The Council
invites Contractors who can demonstrate relevant experience and a track
record of successfully delivering major public realm building schemes, to
register their interest to provide services. The Partnering Framework will
comprise of 2 financial bands for capital building works; - 1. Band A -
Building works schemes valued £100,000 – £550,000 2. Band B – Building
works schemes valued > £550,000 (up to £4M).

TITLE: Major building schemes
1) SHORT DESCRIPTION: Building Construction schemes with an estimated
value 550 000 GBP to 4 000 000 GBP.

5) ADDITIONAL INFORMATION ABOUT LOTS: Bidders may only tender for one
Lot. Candidates registering for Lot 2 may be excluded from bidding for Lot
1 The Authority reserves the right to seek separate tenders for individual
schemes should it decide to do so, and may exercise this discretion ,
including for schemes with a total value exceeding 4 000 000 GBP, should
it see fit to do so.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT

comprises more than one legal entity, the Contracting authority may
require each entity to be jointly and severally liable for the performance
of the successful candidates obligations under the contract.

IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Restricted.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged minimum number: 5.
Objective criteria for choosing the limited number of candidates: The
Contracting Authority intends to invite a minimum of 5 candidates
(estimate only) to submit tenders on the basis of the order of ranking of
candidates following the evaluation of the PQQ responses.

IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.

SECTION VI: COMPLEMENTARY INFORMATION
VI.1) THIS IS A RECURRENT PROCUREMENT: Yes.

VI.2) CONTRACT RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY EU

VI.3) ADDITIONAL INFORMATION: A 3 stage process of selection is intended:
- 1 The Council intends to operate a pre-qualification stage to assist in
selecting applicants to be invited to proceed to the next stage of the
competition. An information pack, which outlines the scope of the project
and which sets out the Authority’s requirements and Pre-Qualification
requirements (PQQ) , will be sent to each applicant submitting an
expression of interest. A written response to this document including the
completed PQQ, must be returned by the deadline detailed herein (IV 3.4 )
Note: Contractors can only register an interest in tendering for one of
the Bands (Lots), not both. The Information Pack and Pre-Qualification
information is available from the address in Annex A. Requests to
participate may be submitted via e-mail, providing a full postal address
and contact details are included in the request and the LOT for which the
candidate wishes to submit a bid is clearly stated. Candidates will be
evaluated in accordance with procedures for the award of public works
contracts. The criteria used at this stage will include: the applicants’
ability to deliver large new build and refurbishment projects, their
experience on similar projects, financial standing and approach to the
project. Full details in documentation 2. Following evaluation of the
PQQ’s, selected Contractors will be invited to submit detailed proposals.
The specification and evaluation criteria will be detailed in the Tender
documentation. 3. Following successful selection at stage 2, short-listed
Contractors will be invited to Stage 3 which will be an interview /
presentation process, including reality checks. The Council reserves the
right to appoint more that one contractor for each Band / category of
Works. Each tenderer will be responsible for their own costs associated
with this tender exercise and the Council reserves the right not to accept
any tender. The Council is seeking innovative contractors who will
encourage a co-operative approach towards excellence in construction
delivery and supply chain management and who are committed to working in a
Partnership ethos. Emphasis will be placed on matters including health &
safety, improving quality and reducing costs in accordance with the
commitment the industry has to delivering the Partnering – Constructing
Excellence agenda. The total value of work which may be placed within each
framework band resulting from this tender is an estimate only and will
vary depending on a number of factors, including funding levels. MB* The
Authority reserves the right to conduct the tendering process using an
Electronic Tendering System - Details to be provided.
VI.4) PROCEDURES FOR APPEAL
VI.4.1) Body responsible for appeal procedures: The UK Government does
not operate a system of appeals.
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The Contracting Authority will incorporate a minimum 10
day 'standstill period' at the point information on the award of the
contract/s is communicated to candidates to allow for appeals in
accordance with the UK Public Contracts Regulations 2006.
