REQUEST FOR PROPOSALS

Coordinated Street Furniture Program
Under a (DBOT) scheme

Tender No. 772 /1/2008

Greater Amman Municipality of The Hashemite Kingdom of Jordan (GAM) invites qualified reputable local and international companies to bid for the tender (Coordinated Street Furniture Program) .
Companies with sound relevant experience who are willing to participate in this tender must contact the Tendering & Procurement Directorate at GAM at the address shown below as of Tuesday 27 /5/2008 from [08:00 am to 3:00 pm] from [Saturday to Wednesday] and from [08:00 am to 1:30 pm] for Thursday to receive the tender documents as follows:
1. Bidders are invited to submit their proposals on the basis of the RFP document, the bidders are encouraged to review all relevant reports, documents and laws available at GAM and local authorities before submitting their proposal
2. Summary of scope of work:
The Greater Amman Municipality seeks to implement a coordinated Street Furniture program. The Successful Contractor is expected to provide new Street Furniture elements with a cohesive design style that are functional, appealing and allow for ease of maintenance and repair and are appropriate for Amman. Of primary importance, the Street Furniture elements must be of high quality design with proven durable materials that incorporate flexibility for customization, modularity, safety and universal design.
The scope of the program shall be for the design, manufacturing, supply, installation, maintenance and repair of:
a) Transit Shelters
b) Litter Receptacles
c) Benches
d) Mupis
As detailed in the RFP, advertising will be permitted on specified elements, providing significant revenue opportunities to the Successful Contractor and GAM.
3. The fee for the tender documents is (500) JD non-refundable. The method of payment will be certified check, cash deposit or Bank transfer addressed in the name of "His Excellency Mayor of Amman in addition to his title ".
4. Bidders may collect a copy of the tender documents by an authorized representative of the bidder from Tendering and Procurement Directorate before Tuesday 17/6/2008 at 3:00 P.M (Amman Local Time) at address shown below.
• All inquiries should be addressed to GAM Tendering & Procurement Directorate at the address shown below no later than 3:00 PM (Amman Local Time) on Tuesday 8/7/2008.
• A pre-bid meeting shall be held on Tuesday 24/6/ 2008 at 04:00 pm (Amman local time) at GAM in the City Council Hall.
The proposal must be submitted in a single package containing four envelopes, sealed separately and clearly marked.
1. The first envelope to include the "Corporate, expertise and business module, thoroughness and compliance with mandatory submission requirements and Qualification Element" proposal and its Related CD's in addition to requested documents (envelopes should contain 3 hardcopies (1 original and 2 copies) and 3 soft copies (CD)). It must be clearly marked (Tender Number, Tender Name, Bidders Name, and Corporate, expertise and business module, thoroughness and compliance with mandatory submission requirements and Qualification Element) in addition to marking the envelop as copy or original.
2. The second envelope to include the “Design Element, Maintenance & Functional Element” proposal and it’s related CD's (envelopes should contain 3 hardcopies (1 original and 2 copies) and 3 soft copies (CD)).(Envelopes should contain 3 hardcopies (1 original and 2 copy) and 3 soft copies (CD)). It must be clearly marked (Tender Number, Tender Name, Bidders Name and Design Element & Maintenance & Functional Element) in addition to marking the envelop as copy or original.
3. The third envelope to include the “Financial Element” and its related CD (envelopes should contain 3 hardcopies (1 original and 2 copies) and 3 soft copies (CD)). This envelope should also include the form of tender filled and duly signed by the bidder. (Envelopes should contain 3 hardcopies (1 original and 2 copy) and 3 soft copies (CD)). It must be clearly marked (Tender Number, Tender Name, Bidders Name and Financial Element ) in addition to marking the envelop as copy or original
4. The Fourth envelope must include “The Tender Bond” for the value of (100,000 JD) (One Hundred Thousand Jordanian Dinars). It must be clearly marked (Tender Number, Tender Name and The tender bond) in addition to marking the envelop as copy or original. The bond must be issued from Chartered Bank in the name of His Excellency Mayor of Amman in addition to his title, and must be valid for (150) days from the date of tender submission.
The company registration certificate and its organization Article of Association must be attached with the provided technical proposal.
5 All envelopes must he submitted by hand or courier and deposited in the Tenders' Box at GAM’s at Tendering & Procurement Directorate office at the address mentioned below, by an authorized representative of the Bidder. Proposals must be received strictly no later than 12:00 noon (Amman Local time) on Monday 28/7/2008. Late proposals will not be considered.
Proposals will be opened in public at 12:15 pm (Amman Local time) on the same day of the Bid submission date. Within the technical evaluation envelopes will be opened in sequence from scoring envelope #1 to #3 , Proposals that fail to obtain 50% of the total available points in a scoring envelope will not advance to the next scoring envelope category, thus resulting in immediate elimination from the competition process.
6 GAM reserves the right to cancel this tender without giving reasons and without incurring any legal or financial liabilities or otherwise towards any of the bidders participating in the tender.
7 Bidders are requested to follow up the issuance of any further instructions and amendments to the RFP.
8 Bidding documents and all correspondence related to the tender must be in the English Language. All given information by the bidders must be accurate, correct and duly certified.
