1. This REQUEST FOR QUALIFICATIONS (RFQ) follows the General Procurement Notice that appeared in dgMarket online of March 27, 2008, UN Development Business online of March 31 2008, Public Eye issue of April 4, 2008, and was posted on the Website of Ministry of Finance and Development Planning of the Government of Lesotho.

2. The Millennium Challenge Corporation (“MCC”) and the Government of the Kingdom of Lesotho (the “Government”) have entered into a Compact for Millennium Challenge Account (“MCA”) assistance to help facilitate poverty reduction through economic growth in Lesotho (the “Compact”) in the amount of US$ $362.5 million (“MCC Funding”). The Government, acting through the Millennium Challenge Account Lesotho (“MCA-Lesotho”), intends to apply a portion of the funds to eligible payments under the contract for which this RFQ issued. Payment by MCC will be made only at the request of MCA-Lesotho and upon approval by MCC, and will be subject, in all respects, to the terms and conditions of the Compact, including restrictions on the use of MCC Funding and conditions to the disbursements.

3. The MCA-Lesotho hereby invites Consultant Firms to submit their qualifications and interest in providing: “Health Telecommunications Assessment Technical Assistance”.

4. The estimated Level of Effort required for the assignment is 100 person-days over a three (3) calendar month period. The Consultant shall carryout the assignment mainly in Maseru, Lesotho, but travel to the districts is anticipated.

5. The objective of the assignment is to determine the most appropriate, cost effective and sustainable voice and data communication system for the Lesotho health care system and to develop a program for implementation of a communication system linking GOL, CHAL, LRCS health facilities with the district health services and MOHSW.

Specific tasks that the Consultant will be required to carryout are as follows:

i. Assess Telecommunication Coverage of Health Facilities and Determine Priority Needs for Health Communications,

ii. Review existing Communications Network in Lesotho,
iii. Review the roles of other stakeholders to Health ICT in Lesotho,
iv. Identify potential solutions for Health Communication Technologies,
v. Develop a Telecommunication Plan for the Lesotho’s Health Sector.

More details on the requested services are provided in the Terms of Reference which is available via email to interested Consultant Firm upon request. The Terms of Reference as well as any further information and clarification can be requested at the address below (see section 8).

6. The Consultant Firm shall provide a team consisting of two individuals with experience in both health and information technology including, but not limited to: ICT infrastructure, wireless technology, rural communication for health, and emergency networks. These are:

i. Health Communication Specialist
• Post graduate degree in Public Health, or equivalent experience, with experience in:
- Health communications systems,
- Health information and data sharing systems,
- Technologies for health communications,
- Preferably working experience in health information and communications in low-resource settings, especially in Southern Africa;
• Minimum 10+ years experience in health systems communications systems design and implementation;
• Experience working with high-level government officials, non-governmental organizations, and private entities in the health sector;
• Experience in assessing communications technologies and matching technologies to fit local health needs;
• Experience in developing emergency telecommunications networks in developing countries;
• Strong planning and analytical skills;
• Outstanding written and oral communication skills.

ii. ICT/Communication Specialist
• Post-graduate degree in Information and Communications Technology and/or systems engineering;
• Minimum 10 + years experience designing and building national communications systems and networks; with experience in low-resource settings, preferably Southern Africa;
• Prior experience in health preferred;
• Experience working with high-level government officials, non-governmental organizations, and private entities in the health sector;
• Experience in assessing communications technologies and matching technologies to local community needs;
• Experience in developing emergency telecommunications networks in developing countries;
• Strong planning and analytical skills;
• Demonstrate outstanding written and oral communication skills.

7. Applications shall include sufficient information on which to assess the Consultant Firm’s experience and competence for the assignment. All supporting documents shall be in English. Electronic submission of applications (Including CV’s) is acceptable if the documents are received in a format that cannot be altered (pdf format is preferred).

8. Applications are due at the following address by July 18, 2008 by 10:00am Lesotho local time. Applications received after this date and time shall not be considered.

9. A Consultant Firm shall be selected, based on the evaluation criteria described in the table below, in accordance with the Consultants’ Qualifications (CQS) procedures defined in the MCC Program Procurement Guidelines (available at the following Website: http://www.mcc.gov/procurement/index.php), and this announcement.

10. The assignment is open to all eligible Consultant Firms, and each applicant will undergo eligibility verification during the evaluation process and throughout the life of the contract, in accordance with MCC Guidance on Excluded Parties Verification Procedure found at: http://www.mcc.gov/procurement/partnercountries/guidancepapers.php.

11. The Criteria and sub-criteria for selection shall be as described in the below:

Evaluation Criteria Points
1) Specific experience of the Consulting Firm relevant to the assignment 30
2) Qualifications and competence of Key Staff for the assignment, as follows: 70
2.1) Health Communications Specialist (35 points)
2.2) ICT/Communications Specialist (35 points)
According to the three sub-criteria and relevant percentages below:
a) General qualifications (20%)
b) Adequacy for the assignment (70%)
c) Experience in region and language (10%)
Total Technical Score 100

12. Each application will be given a technical score based on the criteria and subcriteria listed in the table above. The minimum technical score to be considered for contract negotiations is seventy-five (75) points. An application shall be rejected at this stage if it does not respond to the Terms of Reference and/or if it fails to achieve a score of at least 75 points.

13. The Consultant Firm achieving the highest technical score will be invited to submit a combined technical and financial proposal and then invited to negotiate the contract. Should negotiations fail with the selected Firm, negotiations will be initiated with the next highest ranked Consultant Firm.

14. MCA-Lesotho is not bound to accept any of the applications submitted by the Consultants, and may cancel the selection process at any time without providing any justification to the Consultants
