1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in DG-Market online of June 2007, UN Development Business online of June 2007, local newspapers: “Public Eye” of June 1 and 8 2007 and was posted on the website of Ministry of Finance and Development Planning and updated in DG-Market online of 27th March 2008, UN Development Business online of 31st March 2008 and local newspapers: “Public Eye” of April 4, 2008.

2. The Millennium Challenge Corporation (“MCC”) and the Government of the Kingdom of Lesotho (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Lesotho (the “Compact”) in the amount of US$ 362 million (“MCC Funding”). The Government, acting through the Millennium Challenge Account Lesotho (“MCA-Lesotho”), intends to apply a portion of proceeds of MCC Funding to eligible payments under this contract for the Renovation Works at 5th Floor Post Office Building, Maseru (PM&O-CB-003-08). Payment by MCA Lesotho will be subject, in all respects, to the terms and conditions, including restrictions on the use of MCC Funding, of the Compact. No party other than the Government and the MCA Lesotho shall derive any rights from Compact or have any claim to the proceeds of MCC Funding.

3. The Millennium Challenge Account Lesotho Authority now invites sealed bids from eligible and qualified bidders for Demolitions, Partitioning, Electrical, Fire Detection and Air Conditioning at Post Office Building, Maseru. The construction period is 3 Months.

4. Bidding will be conducted through the Competitive Bidding (CB) procedures specified in the MCC Program Procurement Guidelines, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents and the Guidelines.

5. Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the address given below from 8 AM to 4 PM.

6. Qualifications requirements include: Annual turn over of at least the amount of USD 1,043,000.00 in any of the last five year, liquid assets and/or credit facilities, net of other contractual commitments and exclusive of any advance payments which may be made under the Contract, of no less than USD 347,800 and other criteria mentioned in the bid document. A margin of preference for eligible national contractors/joint ventures shall not be applied.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on submission of a written Application to the address below and upon payment of a non refundable fee of USD 100 (One hundred United States Dollars) or equivalent in local currency. The method of payment will be Bank deposit/transfer. The Bank details are as follows: MCA-Lesotho, Standard Lesotho Bank, Dollar Account Number 0122042667701, Swift Code: SBICLSMX for international bidder or in current account Nr.0140042667701 (Maluti account) for local bidder. The Bidding Documents can be collected from the address of purchase mentioned below by submission of receipt of payment for local bidders, and it will be sent by courier at bidders additional cost of USD 100 upon submission of proof of payment/money transfer or deposit of fund, for international bidders.

8. Bids must be delivered to the address below at or before 11:00 AM, July 14, 2008. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below at 2.00 PM, July 14, 2008.

9 All bids shall be accompanied by a Bid Security of USD 5,200.00 or an equivalent amount in Maluti.

10 A non-compulsory site visit will take place at 11 AM, June 23, 2008 at 5th Floor, Post office Building, Maseru, Lesotho and pre-bid conference will take place at 2.00 PM after site visit.
