REQUEST FOR MANIFESTATION OF INTEREST
No 001581/SMI/CCAA/PRSSAC/DG/COO/RPM/2008 of June 03, 2008


1. This request for manifestation of interest follows the General Procurement Notice for this project that appeared in UNDB on-line on 28 February 2006, DG Market Paper, issue of 16 March 2006 and the national daily Cameroon – Tribune, issue of 24 February 2006.

2. The Government of Cameroon has received a grant from the International Development Association (IDA), and intends to apply part of the proceeds of this grant to payments under the contract for: “regulations and procedures for designing civil aviation security measures”.

3. The objective of the consultation is to prepare the rules and regulations, programmes and procedures as well as the schedule and implementation of the process for validating the latter by the Competent Authority, the various partners and the aeronautical industry.

4. The General Manager of the CCAA hereby invites eligible consultancy firms to manifest their interest in providing the requested services which comprise the following activities:

 Implementation of preliminary actions (preparatory meetings, data collection);

 Design and submission of draft instruments for the preliminary consideration of the following official safety management bodies: Monitoring Committee, Competent Authority (policy and implementation body), airport safety committees;

 Planning and organization of forums for preliminary consideration of instruments submitted;

 Amendment of drafts documents by taking into account the remarks of the forum;

 Planning and organization of forums for the final validation of amended instruments;

 Finalization and restitution of instruments to be forwarded for Government approval.

5. Profile and experience of the Consultant

Interested consultants (firms) should have at least 5 (five) years of existence and provide information to prove that they are qualified to provide all the services (rules and regulations, procedures, programmes in the area of civil aviation and safety crises management plans); show proof of availability of appropriate skills among the staff (in the area of civil aviation, planning, organization, preparation of draft laws and regulatory instruments).

Consultants may team up to enhance their qualifications.

6. Selection and recruitment of consultants

Selection of the consultant will be done in accordance with the procedures set forth in the Directives: “Selection and Use of Consultants by World Bank Borrowers, May 2004 edition”.

7. Delivery deadline:

The delivery deadline shall be 20 (twenty) weeks excluding the approval period, with effect from the date of entry into effect of the contract.

9. Deadline for submission of bids:

Manifestations of interest should be deposited in triplicate at the above address, not later than 7th July 2008 at 4 p.m., local time. They should be labelled as follows: “Manifestation of interest for the designing and implementation of a national plan on sensitization to civil aviation safety prevention measures”.
