Technical Environmental Support Services – Standing Offer Agreements -


The Department of Indian Affairs and Northern Development (DIAND) is seeking to establish multiple competitively awarded Standing Offer Agreements (SOAs) with professional Contractors to acquire access to qualified resources capable of providing the Northern Contaminated Sites Program (NCSP) with Technical Environmental Support Services.

The Department intends to award up to three (3) SOA(s) as a result of this proposal call.

This procurement is subject to the Agreement on Internal Trade (AIT) , North American Free Trade Agreement (NAFTA) and the World Trade Organization-Agreement on Government Procurement (WTO-AGP).

The responsibility of the Minister of the Department of Indian Affairs and Northern Development’s (DIAND), to the North, as mandated by the DIAND Act, is met primarily through the programs and services of the Northern Affairs Organization (NAO – formerly the Northern Affairs Program [NAP]). The Organization supports two main goals:
i)    supporting northern political and economic development through the management of federal interests; and
ii)    promoting sustainable development of the North's natural resources and northern communities.

A major component of the fulfilment of both these goals is the addressing of sites in the North, on Crown lands which have become contaminated over the last century. A contaminated site is defined as: a site at which substances occur at concentrations (1) above background levels and pose (or are likely to pose) an immediate or long-term risk to human health or the environment, or (2) exceeding levels specified in relevant policies or regulations. Under Treasury Board’s Policy on Management of Real Property (2006), all federal government departments are charged with environmental stewardship that contribute to the preservation and protection of the environment; however DIAND faces some unique challenges in the discharge of this duty.

NAO’s Northern Contaminated Sites Program (NCSP) has the objective to manage these sites to mitigate the effects of contamination on both human populations and the environment. This includes a focus on human health and safety, and environment.

Mandatory Requirements
In order to fulfill the NCSP’s objectives, Bidder’s proposals MUST meet ALL of the following Mandatory Requirements:

M1 Identification of Bidder’s Primary Area of Expertise

In proposing to provide the required Technical Environmental Support Services (as described in SW5 of the SOW), the Bidder MUST identify one (1) Primary Area of Expertise and its specific capabilities and expertise within this Primary Area of Expertise, as follows:

1.    Mine Site Remediation/Mining Projects; OR
2.    Former Military Sites; OR
3.    Site Risk Assessment.

NOTES:
1. In identifying its Primary Area of Expertise, the Bidder will be evaluated against the Point-Rated Criteria based on evidence of the Bidder’s experience related to its identified Primary Area of Expertise only.
2.    Bidders are requested to provide a brief résumé of their skills and experience for either or both of the other Areas of Expertise, not identified as their Primary Area. (DIAND will review the résumés provided, they will not be evaluating them.)
3.    In identifying a Primary Area of Expertise, if awarded a Standing Offer Agreement, the Bidder remains eligible to provide any/all Technical Environmental Support Services identified in the Statement of Work, in support of any of the sites under NCSP’s care, based on the specific skills and experience of the Bidder, should the work under a call-up require the cross-over from the Primary Area to either or both of the other Areas of Expertise.

M2 Proposed Resources

Within its proposal, the Bidder MUST provide evidence that it possesses the minimum capacity indicated for each category of resource requirement (as defined in SW8.1 Resource Categories and Annex “C” Resource Categories).

The Bidder MUST propose at least the minimum number of resources, as indicated, for each of the following Resource Categories.

2.A Senior Project Manager (at least one (1) required);
2.B Project Manager (at least two (2) required);
2.C Senior Consultant (at least three (3) required); and
2.D Consultant (at least two (2) required).
The same individual may not be proposed for more than one (1) resource category.

Within their proposal, the Bidder MUST include a detailed Curriculum Vitae (CV) for each proposed resource named in their proposal.

Bidder resources MUST meet ALL of the minimum requirements for the resource category for which they are proposed (Annex “C” Resource Categories). At least one (1) of the proposed resources MUST have experience in Northern logistics.

For the named Senior Project Manager resource: For evidence of a valid professional Engineering certification, the Bidder MUST provide physical evidence in the form of a photocopy of a certificate or a traceable certificate number included within the proposal.

At least one (1) of the three (3) proposed Senior Consultant resources MUST have a minimum of fifteen (15) years experience in Contaminated Sites remediation or mine reclamation.

M3 Project Summaries

At the firm level, the Bidder MUST provide three (3) written project summaries each demonstrating their experience in the provision of Technical Environmental Support Services, as described in the RFP in relation to the Bidder’s Primary Area of Expertise (as identified in Mandatory Requirement M1: Mine Site Remediation/Mining Projects OR Former Military Sites OR Site Risk Assessment). Projects MUST have taken place within the last ten (10) years, as calculated on the posting date of this RFP.

At least one (1) of the projects MUST have as the client, a federal government department or agency.
At least two (2) of the projects MUST involve the provision of Technical Environmental Support Services on Northern and/or Remote and/or Cold Climate contaminated sites (i.e. sites in a permafrost environment).

The proposed Senior Project Manager resource and both of the two (2) proposed Project Manager resources MUST have been actively engaged on at least one (1) of the projects (for example, either together on the same project or independently).

All projects submitted by Bidders MUST be in direct relation to contracts that were entered into by the Bidder with the named client organization contained within the Project Summary.


Point-Rated Requirements
Bidders MUST achieve a minimum score of 75% overall on the following Point-Rated Criteria R1-R4:

R1 Assessment of Named Bidder Resources as a Proposed Team;
R2 Assessment of Submitted Project Summaries;
R3 Understanding and Approach; and
R4 Proposal Quality.

R5 Price: As part of their Financial Proposal, Bidders are required to complete Annex “A”, Pricing Schedule, providing, for each year of the SOA (including the Option Years), a fixed All-inclusive per diem rate ($CAN) based on a 7.5 hour day, per Resource Category.

Basis of Selection
The compliant proposal(s) receiving the highest overall score(s) (i.e. Technical score plus Financial score), will be deemed to represent best value to the Department.

The duration of the Standing Offer Agreements shall be from Award to September 30, 2011. DIAND reserves the right to extend the duration of the Standing Offer Agreements by up to two (2) additional one (1) year periods, at its exclusive option.
