Each Tender is to be obtained by submitting individual Pay Order /DD on any Scheduled Bank approved by Reserve Bank of India with validity of 6 months drawn In favour of "West Bengal State Electricity Distribution Company Limited" Payable at Kolkata. Only the Cost of Specification in the above form shall have to be submitted along with the application for receiving Specification. 1 he tenderer or their authorized representative should attend the Pre-Bid Discussion at the stipulated time and date as mentioned in the Tender Specification. No request for sending the Specification by post or Courier Service shall be entertained. Earnest Money amounting to 2^% (Two and Half Percent) of the Pro-rata Estimated Value on Itemwise offered quantities is to be submitted individually along with thee offer. The EMD should be submitted by Pay Order/DJX/Bank Guarantee on above stated Schedule Bank initially valid for 6 (six) months with claim period of another 3 months, subject to further extension if required. Earnest Money in any other form or amount will not be accepted. The intending tenderers should submit documents for supply of those items to WBSEB/WBSFDCL/Other Power Utilities/Other Govt. Departments in earlier occasions along with the offer. Credentials in respect of execution of the above orders should be supported by (a) Copies of Type Test Certificate as per relevant 1S/1EC, list of Contracts already executed, Copies of Orders, statements on average turnover. Document of complete execution of a particular order within last three financial years, (b) Xerox copy of PAN Card, P.T. Clearance Certificates duly attested by the applicant, (c) Banker's Certificate regarding financial capabilities to the extent of offered financial amount issued within One Year from the due date of the tender. All Tenderers shall ensure that al) prc-requisiles as mentioned above are duly fulfilled by them and if there be any dispute regarding non-submission of any document. WBSEDCL reserves the right to cancel the tender unilaterally without assigning any reason whatsoever. If the manufacturers sell the particular product only through authorized Agents, Clause 1.4 of WBSEDCL' s purchase Policy will be applicable. WBSEDCL reserves its right to take decision keeping its financial interest. The Purchase Policy of WBSEDCL as prevailing from time to time will be applicable. In case of incomplete offer/offer without or inadequate Earnest Money/offered quantity less than 20% of the tendered quantity of each/any of the item within Company's stipulated delivery period, the tender will be liable for rejection and Earnest Money will be forfeited. Ordered quantity may vary upto ± 25%. Formation of any cartel may-lead to the cancellation of lenders with penal measures as necessary and WBSEDCL reserves the right to take such unilateral decision without further notice to anyone. WBSEDCL is not bound to accept the lowest Tender and reserve the right to cancel any or all the Tenders without assigning any reason whatsoever.
