SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): Swindon Borough
Council, in partnership with Taylor Wimpey are developing a major town
expansion site to the south of Swindon. The overall development includes
the construction of 4500 houses, new schools, community, youth and sports
facilities, significant open spaces, 3 village centres and significant
employment land. The works commenced in Spring 2006 and are planned to
finish by 2020. The Joint Clients wish to appoint a contractor to
construct a major civil engineering infrastructure work package.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The contractor's role is expected to
include: liaison with the project manager, the engineer, the architect,
the landscape architect, the planning supervisor, relevant local and
statutory authority officers, in the management and construction of
primary infrastructure. liaison with the clients’ representatives and
those of the eventual house building companies. Delivery of major
infrastructure construction. The scope of works will include: liaison with
utilities companies in respect of necessary diversions and new supply
infrastructure, assisting project manager with service negotiation and
co-ordination; Section 278 highway improvements; traffic management on
live highways; working with and on behalf of statutory authorities;
surveys: locate existing services and provide necessary
protection/diversions; site clearance and demolition; appropriate site
access/egress and maintenance of pedestrian routes; respecting surrounding
land uses and acknowledging related restrictions; maintaining existing
traffic systems and working to the restrictions; construction of new
highway, footpaths and cycleways to Section 38 Adoptable standards;
construction of a new section of canal including canal structures; working
to planning conditions/restrictions imposed; piling and embankment
retaining walls; foul water and storm water drainage including rising
mains; working in a floodplain area and related environmental constraints;
general working in areas adjacent to protected species; significant
earthworks including a noise attenuation bund; road lighting works;
ducting works; brickwork, blockwork and stonework; traffic signal control
works; embankment works; topsoiling and fencing works; carrying out
appropriate CBR testing/construction; service diversions and
installations; acting as the principal contractor under the Construction
(Design & Management) Regulations 1992; provision of construction based
value engineering advice; structures: water culverts, bridges (steel and
concrete), bridge component design, wildlife tunnels, crib walling,
reinforced earth embankment construction, canal structures including sheet
piling.
