The US Army Armament Research Development and Engineering Center (ARDEC), Picatinny Arsenal, NJ 07806-5000, is conducting a market survey for research services to investigate fundamental and innovative changes to the structure of tungsten grains and their surrounding matrix material to foster improved ballistic performance of tungsten heavy alloys in munitions applications. In order to adequately address the Statement of Work envisioned for these efforts, potential offerors must possess the following unique and proven capabilities: A fully integrated tungsten heavy alloy manufacturing capability (from ore/scrap processing to finished product), with demonstrated capability in manufacturing tungsten heavy alloy penetrators and other munitions components. The ability to recycle classified tungsten alloy scrap. A self-contained firing range for testing process variants is highly desirable, as it will greatly decrease turnaround time for vital data to assist program decision-making. A secure facility or one that is capable of obtaining a Facility Security Clearance. Additionally, all personnel working on this program must have Secret security clearances, or the ability to get them. Manufacturing capability to sinter powder compacts above 2400C. Also, manufacturing capability to perform metal working operations above 1600C. A state-of the-art dedicated R&D sintering furnace for precision and quick turn-around times with flexibility to manipulate multiple manufacturing process parameters for both solid-state and/or liquid phase sintered alloy systems. The ability to produce nominally sized tungsten powder with oxygen levels at or below 500 PPM, and total metallic impurities at less than 100 PPM. The ability to manufacture sub-micron as-reduced tungsten powder. The on site capability to chemically wet dope oxides and reduce these oxides to produce pre-alloyed tungsten powders. The on site capability to co-precipitate oxides and reduce these oxides to produce pre-alloyed tungsten powders. The ability to produce spherical tungsten powder to narrow size distribution requirements using a dedicated freeze Dryer manufacturing technique. Extensive on-site analytical capabilities to include: Scanning Electron Microscope, Mass Spectrometer, Combustion Analyzer, Atomic Absorption, Gas Chromatograph, Mass Spectroscopy, Dilatometry, Thermal Gravitation Analysis X-ray Diffraction and X-ray Fluorescence. Standard on-site physical / mechanical property test capability to include: Tensile Testing, Hardness Testing, Impact Testing, Metallography, Particle Size Analysis and full range chemical analysis, to include Wet Chemistry. All manufacturing processes / equipment discussed above must be production sized, or capable of being upgraded to handle production quantities within 6 months. Producing laboratory successes are unacceptable to this program. Results must be readily adaptable to mass production quickly. All information is to be submitted at no cost or obligation to the Government; information provided will not returned. Responses should be limited to no more that twenty (20) pages. All responsible, interested Offerors are encouraged to submit their capabilities / qualification data and any pertinent information via email, or electronically, No LATER THAN 2 July 2008.
