The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST) Physical and Chemical Properties Division has a requirement for the contractor to perform an evaluation of names, synonyms and structures in the NIST Chemistry Web-Book and in the NIST, National Institute of Health (NHI), the Environmental Protection Agency (EPA) Mass Spectral Library, and collection of new data. Contractor shall identify inconsistencies and make corrections for synonyms and structures as approved by the Technical Information Contact (TIC). In addition a contractor shall search for literature references with Gas Chromatography Retention Index (GC-RI) data and Electron Ionization Mass Spectra (EI-MS), and add new GC-RI and EI-MS data to the Library and the Web-book. The Contractor shall search for literature references with GC-RI data on polar and non-polar gas chromatography columns, and then abstract and examine all information associated with the data source, chemical identity and measurement conditions. A contractor shall add the data into the Retention Index Data Base (RI-DB), such as complete citation, compound name, compound formula, RI data, CAS Registry number, chemical structure, and all chromatographic conditions affecting the measurements (such as column dimensions, column coating, thickness, temperature, gas-carrier, and flow rate). North American Industry Classification System (NAICS) is 541690 � Other Scientific and Technical Consulting Services with a Small Business Size Standard of $6.5M. This solicitation is set-aside exclusively for small business concerns. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-24. The Government anticipates award of a Firm-Fixed-Price (FFP). The resulting firm-fixed-price contract will be for a base of twelve (12) months and two one (1) option periods to one (1) small business source whose proposal represents the best value to the Government. A Request for Quotation (RFQ) is anticipated to be available on or about July 11, 2008. The RFQ will be issued utilizing FAR Part 13.5 Test Program for Certain Commercial Items. The competitive solicitation, solicitation amendments, and all questions and answers related to this procurement will only be made available via the Internet at http://www.fedbizopps.gov. All interested Offerors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov. A written original and two hard copies are to follow and shall be addressed to Myrsonia Lutz, Contract Specialist, National Institute of Standards and Technology, 100 Bureau Drive, Mail Stop 1640, Gaithersburg, Maryland 20899-1640. Offerors must submit a complete response. Responses that are not substantially complete will be returned. Offers of partial performance shall be rejected. An original and four copies shall be submitted as well as an electronic version in MS Word or Adobe Acrobat. The electronic version shall be in the form of an e-mail with attachments. A one-page quotation signed by an authorized negotiator committing the organization shall be submitted. Each response shall be submitted on 8 1/2-inch x 11-inch paper, in a commercially standard font, not smaller than a size 12 font. The response shall be secured by simple stapling and shall not contain elaborate binding. Each page in the response shall be separately numbered. A page of paper printed on both sides is considered two pages. The quote shall include the letter of transmittal, shall be limited to eight (8) single sided pages. Award shall be made to the responsive contractor that offers the best value to the Government. The Government shall not be liable for any costs incurred in response to this request. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. It is the responsibility of the quotter to confirm NIST's receipt of quote. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no written solicitation document available, telephone requests will not be honored, and no bidders list will be maintained.
