II.1.5) Short description of the contract or purchase(s): The Food Market
Development Divion of the Welsh Assembly Government is looking to build a
framework agreement to assist in their work to promote and develop the
Welsh food and drink industry. The framework will consist of several lots
relating to consultancy, specialist mentors, research, exhibitions, award
shemes and all other areas of the sector. FMDD will look to procure approx
3 contractors per lot with the exception of lot 2 - The True Taste Awards
Competition Services, where we hope to procure one contractor. The
Framework will run for 3 years with the option to extend for a further
year. The Food Brand Development Framework will cover purchases for stand
design, event management, specialist food related services and research
and subscriptions.
Companies expressing an interest must request a pre qualification
questionnaire and return it completed with any associated documents to the
address given at section 1 of this notice. Deadline for receipt of
completed questionnaire will be 17:00 on Monday 14.7.2008. All
correspondence must quote contract number 210/2007/08. For consortium bids
the information must be provided for each member of the consortium.
Details can be provided in hard copy or electronically.
This contract will be available for use by other government departments
and associated bodies with the prior written approval of the Authority.

on the lot for this area and it is anticipated that there will be an
annual requirement for which all suppliers will be invited to a mini
competition.

TITLE: Awards Competition Services (Judging)
1) SHORT DESCRIPTION: To develop/update the competition entry form,
handle recruitment of judges, develop and manage a robust and traceable
judging mechanism, manage the correspondence to judges, provide regular
updates to main contacts, generate entries, organise and manage judging
venue and judges, organise and manage product entries for judging and
provide thank you's, feedback and information packs for entrants.

produce detailed reports on consumer trends. must be able to produce gap
analysis reports in specific products. to identify how Welsh based
producers could fill these gaps and design programmes to support them in
addressing the business requirements to achieve these opportunities.
Direct links with the private sector businesses to achieve this is
essential.

Event Catering Project Management - to organise and manage catering for
Blas mobile cafe, providing menus based on award winning produce. the
provision of cooks/chefs and waiting staff for approx 3 events per year.
to organise and manage demonstrations for road tours with the True Taste
Trailer, providing demo's, samples and information about products to
consumers. to organise and manage demonstrations at Trade and Consumer
shows. to provide management, staff and catering at ad-hoc events such as
St David's Day dinners.
Recipe development - to devise recipes for use at events, printed recipe
cards and for use on the True Taste Website, to develop and offer advice
on all elements of Welsh menus.
Food Styling - to undertake the preparation of food for a variety of non
consumption purposes such as displays, food photography and video
productions, this may involve step by step preparation.

TITLE: Logistics and Storage

Roms, Carrier Bags etc) to events throughout the UK and some international
events.
Collation of individual marketing campaigns - to collate information and
handle mail shots etc.

trends, consumer data, export figures etc. Annual updates re tracking the
True Taste Brand and its development. Evaluation of programmes and
initiatives. collation of information from sources such as Mintel,
Keynote, IGD etc.
Sustainable Development Analysis - to undertake projects that identify
carbon foot printing and/or use of sustainable indicators of products and
services to give an indication on climate change measures and best
practice sustainable development principles, where improvements can be
made.

have a good working relationship with local and regional media providing a
supply or press releases around shows and events in the food calendar,
working closely with other programme contractors and Focus PR (national PR
Agency) to provide In Wales coverage in conjunction with the national
campaign.
Specialist Food Translation Services- these suppliers must have expertise
in the provision of food content translation as this is different form
that of standard translation. they will be expected to translate copy,
press releases, publication content including awards documents and
directories and ad-hoc letters and phrases.
