Summary:
This request for information concerns identifying those sites able to meet
part of the European Commission's property requirements as from 2014. The
aim of this initiative is to provide the Commission with initial guidance
on alternative potential development areas — outside the European district
(definition of the European district area: in accordance with the
development plan of the European district in the Brussels Region) — which,
in any event, must subsequently be studied more closely.

2. General information:
In its Communication COM (2007) 501 of 5.9.2007, the European Commission
mentions the various options envisaged for its strategy for choosing a
site.
The European Commission is presently analysing the feasibility of the
option to set up 1 or more large complexes in addition to its presence in
the European district in Brussels.
In order to conduct its analyses, the Commission wishes to have any useful
information on available sites which meet its requirements.
This request for information is in no way binding on the Commission as
regards procurement procedures.
3. Object of the request:
The sites, subject of this notice, are understood by the Commission to be
both wasteland for development and building complexes in a single location
able to meet the given requirements, after their construction or
renovation. The sites should allow the development of a complex with an
above-ground office area ranging, in principle, from 100 000 m² to 250 000
m² (gross). The European Commission will analyse how far this goal has
been attained, either on 1 site (preferably), or in combining several
responses and/or considering the sites it already occupies.
For information purposes, and without this being binding on the
Commission, the occupation potential is estimated as follows:
+/- 100 000 m² in 2014;
a further +/- 50 000 m² in 2021;
a further +/- 50 000 m² in 2025;
+/- 50 000 m² in reserve to cover any increase in requirements.
The figures are only preliminary estimates at this stage and as such will
be reviewed continuously, as Commission requirements develop and in line
with the surface areas occupied subsequent to notices about prospecting
property.
The requirement comes from the restructuring of site locations made
necessary by:
— expiry dates of current contracts,
— closures for renovation,
— closures as part of Commission property reorganisation.
In analysing responses to this request for information, special interest
will be given to environmental and mobility aspects, particularly
accessibility in relation to the European district, places of residence of
European Commission staff members, social infrastructures for staff use
(see point 7), and public transport.
4. Information to be provided:
The information given hereafter must be provided as a minimum, and the
following order and numbering must be adhered to in responses:
1) General information:
— name(s) of the site(s) and full address,
— name(s) of the proposer(s) and full address,
— capacity of the proposer(s) in relation to the site proposed (owner,
long leaseholder, agent, etc.),
— full name and particulars (including telephone and fax numbers, and
e-mail address) of the owner(s).
2) Description of the site:
— short textual description (up to 3 pages of A4),
— total surface area,
— 1 or more site plans (A3 format), including:
- location plan,
- main roads and cycle paths leading to the site,
- location in relation to stations and stops along the nearest public
transport lines (airport, train, RER (express suburban train service),
underground railway, tram, bus, etc.),
- socioeconomic environment,
- neighbourhood identification,
- land allocation plan in force,
— photo reports of the site and its neighbourhood.
3) Town planning:
— description of the town-planning concept and prescriptions in force
and/or forecast,
— authorised allocations and associated surface areas (offices,
businesses, dwellings, hotels, etc.). Mention should be made of the
development potential, where the site allows this, over and above the
indicative surface areas sought,
— forecast allocations (if relevant) and associated surface areas
(offices, businesses, dwellings, hotels, etc.). Mention should be made of

surface areas sought,
— potential to construct other surface areas for use by Commission
departments (excluding the office surface areas sought):
- social amenities on the site (crèche, day nursery, etc.),
- computer centre (> 1 000 m²),
- archives (> 20 000 m²),
- semi-industrial activities, including a printing house, joiner's
workshop, warehouses, workshops, etc. (> 15 000 m²),
— potential to have a European school (2 000 to 2 500 pupils) built by the
appropriate authorities,
— in the event that procedures would be necessary to obtain an allocation
for the sites to be used for offices, details of the nature of said
procedures and envisaged timing, as well as the allocations forecast and
associated surface areas should be given.
4) Accessibility:
As mentioned in point 3 'Object of the request', special interest will be
given to site accessibility in relation to the places of residence of
European Commission staff members and social infrastructures (European
schools, crèches, etc.) already existing or planned (see point 7).
Names of the nearest stations and public transport lines (underground
railway, bus, train, RER, etc.) should be given.
Details of their timetables, and the time it takes to travel on each type
of transport between the site proposed and the Schuman roundabout during
office hours, should also be given.
Conceivable projects should be cited for improving the public transport
service should it be considered insufficient at present.
Details of the number of car parking spaces available and/or envisaged per
office surface area should be given.
5) Environment:
A list of the environmental impact reduction measures envisaged for the
site should be given.
In the event of soil pollution, details should be given of the nature of
said pollution and of the necessary decontamination measures together with
the schedule for implementing them.
6) Legal:
At this stage the Commission remains open to any legal and financial
arrangement for making available the sites and/or surface areas covered in
this request for information.
Explanations should be given as to possible arrangements and the type of
contracts conceivable so that the sites and/or surface areas can be made
available for the European Commission.
7) Timescale and availability:
A schedule should be given with the main stages up to possible
availability of the sites and/or surface areas. Details should be given as
to the timescale in which any additional areas may be made available up to
the maximum feasible surface area on the site.
8) Price:
Irrespective of the arrangements proposed, the indicative market value of
the serviced land (without costs) for the sites must be given. Details
should be given of the surface area of the land concerned, and the market
value per unit of the above-ground finished surface area. For buildings,
again irrespective of the arrangements proposed, this involves the
purchase value.
The information and plans should be provided on paper in 3 copies and in
digital format.
5. Submission of information:
Responses must be sent before 15.9.2008 (16:00). Information must be sent
using 1 of the following methods:
— registered post, as evidenced by the postmark, to the following address:

department is open 8:00–17:00, Monday to Thursday, and 8:00–16:00 on
Fridays, except for Commission holidays. For deliveries by courier, the
valid date of dispatch will be the date on the courier's delivery note.
For deliveries made in person or by any representative, delivery of the
response will, in this case, be confirmed by a receipt dated and signed by
an official from the Commission's Central Mail Department who takes
delivery of the documents.
3 copies of the responses shall be provided in a sealed envelope marked:
'Demande d'information: pôles' and 'À ne pas ouvrir par le service du
courrier'.
