Procurement of the Information System Supporting Farm and Client Registers

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. Issue No.708 dated 16 August 2007.

2. The Bosnia and Herzegovina received a credit from the International Development Association toward the cost of the Agriculture and Rural Development Project, and it intends to apply part of the proceeds of this credit to payments under the contract for procurement of the Information System Supporting Farm and Client registers, Bid No.: BA-ARDP-4325BOS-ICB-G-08-020.

3. The Project Implementation Unit of Ministry of Agriculture, Forestry and Water management of Republika Srpska now invites sealed bids from eligible bidders for procurement of above Information System Supporting Farm and Client Registers.

Project purpose is development of new software for (i) Ministry of Foreign Trade and Economic Relations, (ii) Ministry of Agriculture, Forestry and Water management of Republika Srpska and (iii) Ministry of Agriculture, Water management and Forestry of Federacija Bosne i Hercegovine, i.e. informational support for setting up and maintaining Farm and Client registers in Bosnia and Herzegovina.
The following is comprised in the scope of the Project:
• Software components development supporting the functionality of Farm register and the client register including help-desk utility. Functionalities and other demands are concerning (i) the functionality for the efficient initial creation and updating of Farm and Client registers, (ii) the administrative process of declaration of the areas, (ii) the logistical support, (ii) current and envisaged information and communication infrastructure for the establishment of Farm and Client registers.
• Project Plan design, Integrated data model and functional specification analysis, optimization and completion with final acceptance, test of the software application for the Clients with operational acceptance test, System integration and deployment, Training and training materials, Documentation design and delivery, Technical Support and assistance in warranty period.

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits and is open to all bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria:

I) The bidder (Manufacturer and the Agent if the latter submits the bid under manufacturer’s authorization) must demonstrate that it has successfully developed and completed at least one Information System Supporting Farm and Client registers, either on national / regional level, in period 2003 - 2007. To prove this, bidder must submit original statement signed by the client, with the following information:


a) purpose of the software
b) final acceptance test successfully finished and approved,
c) required functionality fulfilled,
d) software successfully installed on contracted sites and in use,
e) RDBMS system implemented.

II) If an Agent submits bids on behalf of more than one manufacturer, unless each bid is accompanied by a separate Bid Form for each bid, and a bid security required for each bid and authorization from respective manufacturer, all such bids will be rejected as non-responsive.
III) The externally audited balance sheets and profit and loss accounts for the period 2003-2007 will be submitted. Where necessary, the Purchaser will make inquiries with the Bidder’s bankers.
The Bidder shall document average annual turnover in terms of Information System of minimum EUR 800,000 in any of last five years (2003 -2007).
IV) The bidder shall provide information on any current or past litigation or arbitration resulting from contracts completed or under execution by him over last 5 years. A consistent history of awards against the bidder or any partner of a joint venture may result in failure of the application.
V) Quality certificate ISO 9000.

5. Interested eligible bidders may obtain further information from the Ministry of Agriculture, Forestry and Water management of Republika Srpska / Project Implementation Unit and inspect the bidding documents at the address given below from 09:00 to 15:00 hours.

6. A complete set of bidding documents, available in English only, may be purchased
by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee Euro 150 or equivalent in Bosnian Marks (BAM) based on the selling exchange rate published by the Bosnia and Herzegovina Central Bank on the date of payment.

7. Bids must be delivered to the address below at or before July 28, 2008, 12:00 Noon, local time. All bids must be accompanied by a bid security of: EUR 7000 or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 12:15 local time on July 28, 2008.

8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
