Cixi Municipal Sewage Company invited the joint venture of Halcrow and Severn Trent Water International Ltd. During negotiation Cixi Municipal Sewage Company were told that four members of staff for the assignment would not be available including the team Leader and a vice team leader, and Halcrow Group Ltd would become the only contracting body for this assignment, meanwhile, Servern Trent Water international Ltd claimed to secede from the joint venture, and might participate as a subcontractor.
Above mentioned changes, especially the change of contracting body, have deviated from the original proposal, according to the World Bank’s guidelines, Cixi Municipal Sewage Company terminate the negotiation and invited the next ranked firm, Berlinwasser International AG to negotiate the contract. Through negotiation, the client award the contract to Berlinwasser International AG
The contract price will be US$142,168.70 and CNY 5,557,910.00. This contract will be eligible for 91 % disbursement under Category (4)(b) of Schedule 1 of the Loan Agreement of this project.
Duration of the contract: 18 months
Summary scope of the contract: the TA consultant is to comprise a team of experts with national and international experience. The primary focus of the international expertise should be advisory with use of their expertise concentrated on a review and analysis of client needs and then recommending use of best and most relevant practice to allow improvements in performance to be made. The national expertise will then focus on providing direct support and training to CMSC to introduce new methods and procedures. As such, maximum use of national consulting expertise and counterpart resources as a proven means of local capacity building is likely to achieve best results. The consultant will be expected to advise on such measures where appropriate.
The world bank gave no objection to above evaluation reports on June 6,2008
