Title: The Development of a Training Course For Programme Officers Responsible for Risk Assessment and Management Processes Covered Under the Chemical Management Plan (CMP).


Introduction: A potential contractor would be expected to acquire and integrate information on risk assessment and risk management from programs participating in the CMP, into a comprehensive course showing the similarities and differences between the individual regulatory programs. The final objective would be a course, to be delivered by the contractor, fostering an understanding of all of the regulatory programs and the manner in which they could complement each other to facilitate the objectives of the CMP.

         The Chemicals Management Plan (CMP), announced in 2006, provides a comprehensive management system to address chemical substances in Canada. As part of the CMP implementation, the Safe Environments Programme (SEP) plans on developing a cross-programme training course for existing and new Health Canada employees who are involved in conducting risk assessments and developing management plans for toxic substances/products covered by legislation affected by the CMP.

The training course would allow programme officers to increase their familiarity and understanding of the various legislative and regulatory requirements, risk assessment and management processes, types of hazards addressed, data used in the risk assessment etc., administered by Health Canada as well as providing a high-level overview of requirements administered under the CMP by other departments/agencies across the Government of Canada. The intention is that by completing the course, there will be improved collective learning and horizontal understanding within the different programme areas of Health Canada. This in turn will foster improved cooperation and coordination among programme areas when conducting risk assessments and management plans for toxic substances/products


Mandatory Requirements:

Experience in developing and delivering training courses            
Experience in the generation process maps and focusing of regulatory departmental processes for assessment and management of substances             
Experience with and understanding of the legal, policy and decision making processes within the regulatory programs in government            
Proof of previous training projects delivered to the Federal Government
            
Must provide the required training in the time-frame proposed            
Must be available to provide subsequent courses as required            
Must have personnel available for subsequent course presentations within the contract time-frame.            
Prospective course presenters must be capable of presenting the course in the predominant language of the region in which the course is presented.             
Proof of the required security level must be provided at bid receipt.
