ROMANIA
HEALTH SECTOR REFORM PROJECT - PHASE II
IBRD Loan No. 4760 RO
SUPPLY AND INSTALLATION OF LOCAL AND REGIONAL PAGING SYSTEMS WITHIN COUNTY HOSPITALS AND AMBULANCE DIVISIONS AND VOICE CALL RECORDING SYSTEM
IFB No. 6
1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in Development Business, issue no. 651 of March 31, 2005.
2. The Romanian Ministry of Public Health has received a loan from the International Bank for Reconstruction and Development and a loan from the European Investment Bank toward the cost of the Health Sector Reform Project - Phase II, and it intends to apply part of the proceeds of these loans to payments under single stage contract(s) resulting from this IFB: "Supply and Installation of Local Paging Systems", "Supply and Installation of Regional Paging Systems" and "Supply and Installation of a Voice Call Recording System".
3. The Projects Management Unit within the Ministry of Public Health serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for "Supply and Installation of local and regional Paging Systems within county hospitals and Ambulance divisions and Voice Call Recording System" under single stage contract(s) to be signed with the Ministry of Public Health. The Supplier shall provide the information systems (including the design of the system and the supply and installation of equipment and software) together with the related services for the implementation of the local and regional Paging Systems and the Voice Call Recording System, including:
Lot I: Local Paging Systems
(i) Paging core infrastructure - 63 pieces
(ii) Management system - 63 pieces
(iii) UHF radio transmitter with RF cables and outdoor antennas - 63 pieces
(iv) Local dispatch message center - 63 pieces
(v) Remote dispatch message center - 63 pieces
(vi) Uninterruptible Power Supply- 126 pieces
(vii) Numeric pagers with rechargeable battery and accessories - 3150 pieces
(viii) Local paging network installation
(ix) Training
Lot II: Regional Paging Systems
(i) Regional paging core-infrastructure - 8 pieces
(ii) Management system - 8 pieces
(iii) Message Dispatch center - 8 pieces
(iv) Transmission network (antenna) - 8 pieces
(v) Uninterruptible Power Supply- 8 pieces
(vi) VHF/UHF radio transmitters, with RF cables, outdoor antennas and power supply - 24 pieces
(vii) Vocal pagers with rechargeable battery and accessories - 470 pieces

Lot III: Voice Call Recording System
The Local Paging System will be installed in 63 hospitals located in all 42 country counties and in Bucharest, the Regional Paging System will be installed in Timisoara, Târgu-Mures, Cluj Napoca, Galati, Iasi, Constanta and Craiova county hospitals and in Bucures t i, Ilfov emergency hospitals. T he Voice Call Recording System will be installed in Bucharest . During the warranty period the Supplier must provide service on-site for the equipment. Bidders may bid for any of the lots. The evaluation will be conducted and contract will be awarded lot by lot.
The period for supply, installation and achieving operational acceptance of the Systems for all three lots is of 24 weeks from the effective date of the Contract.
4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 edition and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria:
- During the past 5 years the Bidder or the Joint Venture must have completed at least two (2) contracts of a comparable scale involving the delivery and technical support of similar type of Goods of the Lot or Lots, for which this invitation for Bids is issued and covered by the Bid;
- The Bidder or its Subcontractor(s) must be equipped and able to carry out the on-site warranty repair obligations and spare parts-stocking prescribed in the Contract and/or Technical Specifications or the Bidder must have a plan to be represented in Romania by a Subcontractor equipped and able to carry out the on-site warranty repair obligations and spare parts-stocking if awarded the contract, as evidenced by signed contract(s) with service Subcontractor(s) in Romania. The Bidder or the Joint Venture must furnish as part of its Bid, documentary evidence in order to prove it meets the requirement and must provide details regarding its or service Subcontractor(s) previous experience in supporting systems of similar complexity, available resources, service staff, spare parts warehouse, point of contact, telephone and fax number.
- The Bidder must have the financial capability to assume the responsibility for the proposed contract as evidenced by an annual average turnover of not less than :
- EUR 4,500,000 for Lot I;
- EUR 1,600,000 for Lot II;
- EUR 400,000 for Lot III,
or its equivalent over the last two (2) years.
In case of a Joint Venture, the annual average turnover of all partners should be added up to the requirement of annual average turnover per lot. In the case of a bid covering multiple lots the average annual turnover of the Bidder / Joint Venture over the last two years must be no less than the total of the required annual turnover amounts per each lot, as covered by the bid. The Bidder or Joint Venture shall furnish, as part of its bid, such documentary evidence (in the form of audited financial statement or balance sheet endorsed by authorized accountant) demonstrating the annual average turnover for the last two (2) years of the Bidder or of all partners in the Joint Venture.
- The local Bidders shall have no outstanding taxes due to the Romanian authorities (i.e. state budget).
5. Interested eligible Bidders may obtain further information from Projects Management Project - World Bank and inspect the bidding documents at the address given below from 10:00 to 16:30 hours local time on all working days, starting with June 3, 2008. A pre-bid meeting which prospective bidders may attend will be held on June 20, 2008.
6. A complete set of bidding documents in English may be purchased starting on June 2, 2008 by interested Bidders on the submission of a written application to the address (1) below and upon payment of a nonrefundable fee of EUR 100 or equivalent in local currency (RON) at the National Bank of Romania exchange rate valid on the date of payment, in the form of cashier's check or a direct deposit/transfer in favor of the Projects Management Unit - World Bank within the Ministry of Public Health (Unitatea de Management a Proiectelor - Banca Mondiala, Ministerul Sanatatii Publice, Fiscal Code 15852060). Payments in RON shall be made in the account no. RO43RZBR0000060006770898 and payments in EUR shall be made in account no. RO55RZBR0000060006769324, opened with the Raiffeisen Bank - Decebal Branch, 16, Decebal Blvd., Bl. S5, tronson II and III, Sector 3, Bucharest, Swift Code RZBRROBU. All the bank charges shall be borne by the bidder. The Bidding Documents will be delivered in hard-copy directly by hand to the prospective bidders representatives, at the premises of the Projects Management Unit - World Bank at the address (1) bellow or the Bidding Documents will be mailed to the prospective bidders by special courier if so specified in the written application and upon payment of an additional nonrefundable fee of EUR 50 or equivalent in RON. Under no circumstances shall the Projects Management Unit within the Ministry of Public Health be responsible for any late delivery or loss of the bidding documents so mailed.
7. Bids must be delivered to the address (1) below at or before 12:00 hour local time on July 14, 2008. All bids must be accompanied by a bid security of not less than:
- EUR 22,000 for Lot I;
- EUR 8,500 for Lot II;
- EUR 2,000 for Lot III,
in the form of a letter of Bank Guarantee. Late bids will be rejected. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address (2) bellow, at 12:30 hours local time on July 14, 2008.
8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
