INVITATION TO APPLY FOR ELIGIBILITY AND TO BID
The Mactan-Cebu International Airport Authority (MCIAA), through its Bids and Awards Committee (BAC), invites contractors registered with and classified by the Philippine Contractors Accreditation Board (PCAB) to apply for eligibility and if found eligible, to bid for the hereunder contract:

Location : Mactan-Cebu International Airport, Lapulapu City, Cebu 6016

Brief Description : To Provide Spiral Staircase for easy access from Operation
Center to airside concourse and office renovation

Approved Budget for the Contract (ABC) : Php 1,646,890.85
Contract Duration : 90 Calendar Days
Prospective bidders should possess a valid PCAB License with Category " D" in General Engineering as principal classification and shall be at least Small "B" in Registration Particulars (IAC), have completed a similar contract with a value of at least 50% of the ABC, and have key personnel and equipment (listed in the Eligibility Forms) available for the prosecution of the contract and meet the other minimum eligibility requirements stated in the Eligibility Documents and Eligibility Data Sheet. The BAC will use non-discretionary pass/fail criteria in the Eligibility Check/Screening as well as the Preliminary Examination of Bids. The BAC will conduct post-qualification of the lowest calculated bid.
All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference, Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR) and is restricted, unless otherwise stated, to organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. In accordance with the IRR-A of R.A. 9184 a contract will only be awarded to the Lowest Calculated and Responsive Bidder who was determined as such during post-qualification.

5. Notice of Results of Eligibility Check June 24, 2008
6. Issuance of Bid Documents June 26, 2008
7. Pre-Bid Conference July 01, 2008 at 10:00 A.M.
8. Receipt and Opening of Bids July 14, 2008 at 10:00 A.M.

The BAC will issue to prospective bidders Eligibility Forms at BAC office, MCIA, Lapulapu City, upon their submission of a LOI, and upon their payment of a non-refundable amount of Php 500.00 to the MCIAA, Cashier. Prospective bidders shall submit the Eligibility Requirements to the BAC at the said address. They may also obtain the results of the Eligibility Check by the BAC at the same address. The BAC will issue Bidding Documents only to bidders declared by the BAC to be eligible for the bidding upon payment of a non-refundable amount of Php 1,000.00 to the MCIAA Cashier.
The MCIAA assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids.
The MCIAA reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidders or Bidders.
