SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:

Main place of performance: Kent County Council is inviting applications
for inclusion on a framework contract for the provision of Mobile
Telecommunications. This contract will be accessible by all members,
associates and affiliates of the Pro5 Group (currently comprising the
Central Buying Consortium (CBC), Eastern Shires Purchasing Organisation
(ESPO), North Eastern Purchasing Organisation (NEPO), West Mercia Supplies
(WMS) and Yorkshire Purchasing Organisation (YPO)) and members of the
South East Improvement and Efficiency Partnership, South West Centre of
Excellence and all local authorities eg Police, Fire and Rescue Service,
Ambulance Service, National Health Service Trusts and all other public
bodies operating within these geographical regions including third sector

II.1.5) Short description of the contract or purchase(s): Kent County
Council wishes to create an accessible Community Framework Contract for
the supply of Mobile Telecommunications. The overall objective of this
framework is to generate Primary Suppliers that are able to deliver
operational network(s), technical support, management, training and
strategic advice and guidance services relating to all types of Mobile
Telecommunication requirements. In addition the Primary Suppliers will
need to deliver contract enhancements that will allow the Contract User to
demonstrate total value. Applications for inclusion on this framework are
invited from various sized companies, providing compliance can be
demonstrated with the requirement below, regarding company turnover. It
must be noted by applicants that business will be awarded following a mini
tender process between those on the framework that meet the criteria of
the mini tender. Therefore inclusion on the framework contract is no
guarantee of any level of actual business. Tenderers may apply for one,
several or all identified categories stated within the tender
documentation. Full details for completion will be contained within the
pre qualification questionnaire (PQQ). A PQQ will be issued to all
compliant applicants. The mini tenders will operate within a generic
structure, but allow Contract Users to request specific details that
demonstrate a value outcome.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: (a) is
bankrupt or is being wound up, where his affairs are being administered by
the court, where he has entered into an arrangement with creditors, where
he has suspended business activities or is in any analogous situation
arising from a similar procedure under national laws and regulations;
(b) is the subject of proceedings for a declaration of bankruptcy, for an
order for compulsory winding up or administration by the court or of an
arrangement with creditors or of any other similar proceedings under
national laws and regulations;
(c) has been convicted by a judgment which has the force of res judicata
in accordance with the legal provisions of the country of any offence
concerning his professional conduct;
(d) has been guilty of grave professional misconduct proven by any means
which the contracting authorities can demonstrate;
(e) has not fulfilled obligations relating to the payment of social
security contributions in accordance with the legal provisions of the
country in which he is established or with those of the country of the
contracting authority;
(f) has not fulfilled obligations relating to the payment of taxes in
accordance with the legal provisions of the country in which he is
established or with those of the country of the contracting authority;
(g) is guilty of serious misrepresentation in supplying the information
required under this Section or has not supplied such information;
(h) has been the subject of a conviction for participation in a criminal
organisation, as defined in Article 2(1) of Council Joint Action
98/733/JHA;
(i) has been the subject of a conviction for corruption, as defined in
Article 3 of the Council Act of 26.5.1972 and Article 3(1) of Council
Joint Action 98/742/JHA3 respectively;
(j) has been the subject of a conviction for fraud within the meaning of
Article 1 of the Convention relating to the protection of the financial
interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined
in Article 1 of Council Directive 91/308/EEC of 10.6.1991 on prevention of
the use of the financial system for the purpose of money laundering.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: (c) A statement of the
undertaking's overall turnover and, where appropriate, of turnover in the
area covered by the contract for a maximum of the last 3 financial years
available, depending on the date on which the undertaking was set up or
the economic operator started trading, as far as the information on these
turnovers is available.

that potential inclusion in this process will require a company turnover
of not less than 5 000 000 GBP (five million sterling) per annum. Please

full financial results for the last 3 years demonstrating the previously
stated turnover and financial stability.

VI.3) ADDITIONAL INFORMATION: Following the closure date for expressions
of interest all compliant applicants will be sent a pre-qualification
questionnaire (PQQ) for completion and return. Those companies
successfully completing the PQQ stage will be sent a tender document.
However, it should be noted that, depending on responses received an
appropriate number of suppliers will be included on the framework, in
respect of each individual region, to satisfy market demand. Please note
that all requests for a PQQ must be received by 12:00 on 14.7.2008. Kent
County Council, on behalf of the Public Sector, is committed to delivering
continual best value in all its tendering and contracting processes and
reserves the right to revisit submissions as part of this process.
Applicants should note that the contract will be subject to rebate
arrangements, details of which will included within the tender
documentation. Total contract value is an estimate only and will depend
upon contract participation. Applicants should also be aware that Kent
County Council reserves the right to authorise and operate electronic
auctions during mini tender processes.
