Support to the railway industry in developing tactical and strategic
solutions for addressing alcohol-related problems on the railways The Rail
Safety and Standards Board (RSSB) is requesting expressions of interest
from suppliers for two separate but related ‘applied research’ work
streams that address alcohol-related problems on the railways. These
problems include staff and passenger abuse and assaults, intoxicated
customers’ lack of awareness of personal safety risks on railway property,
and the poor perception of personal safety by rail customers due to
drunken behaviour of customers and members of the public. (The scope will
not include the risks associated with staff alcohol abuse.) Work stream A
will look at the nature, scale and impact of the problems, identify and
evaluate (quantitatively and qualitatively) any tactical measures already
in place within the rail industry and elsewhere, and develop toolkits for
railway companies that will provide advice on how to deal with the
problems in the short-to-medium term. The supplier for work stream A
should have previous experience in quantitative and qualitative risk
analysis for complex social issues. The supplier will need to demonstrate
excellent written and presentational skills, as they will be required to
present the results in varying format for different audiences, and develop
guidance and possibly web-based toolkits for the rail industry. Work
stream B will look at developing a strategic plan that addresses
alcohol-related problems on the railways in the medium-to-long term. This
strategic plan will be developed in conjunction with key stakeholders both
inside and outside the railway community including staff, passengers,
police and government agencies. The supplier for Work stream B should have
previous experience in facilitating high-profile strategic initiatives
with industry and/or government agencies. They should be skilled in the
development of PR and communications material, workshop/forum facilitation
and the coordination of consultation processes. RSSB is requesting
expressions of interest from interested suppliers, and consortia, for one
or both work streams. A good working knowledge of the rail industry would
be advantageous but is not mandatory for either work stream. The supplier
should provide an outline methodology for each work stream to demonstrate
their understanding of what is required. They should also provide details
of one or more projects that they have been involved with that demonstrate
their relative experience and abilities. The information provided, (both
methodology and relevant experience together), should be no greater than
two pages of A4 per work stream. RSSB may request that suppliers attend a
short interview to discuss the methodologies and relevant experience
outlined in their expression of interest. Due to the diversity of skills
required for the two different work streams, it is anticipated that the
work streams will be tendered separately. Further details on the types of
activities that are envisaged for the work streams are provided below.

solutions that address this alcohol-related risk A supplier is required
for research to understand the extent to which alcohol contributes to
personal safety risks (staff, customer and members of the public) on the
railways, and to support RSSB with the evaluation of tactical solutions
that address alcohol-related risk on the railways. Key activities are
likely to include: • Quantitative and qualitative analysis of the nature,
scale and impact of alcohol-related personal safety risks on the railways.
• Identification of initiatives within the rail industry, other transport
sectors (eg ferry, airline, light rail), and other industries (eg NHS,
pubs and clubs), that are already in place to mitigate the risks
associated with intoxicated customers and members of the public. •
Quantitative and qualitative evaluation of the effectiveness of these
current initiatives. • Toolkits/guidance that helps the industry decide
what to do in the future in respect of improving safety and security at

should be carried out with the information currently held within the BTP
and RSSB databases. They should also support (and provide training to) the
analysts on any complex statistical analysis required. A key aspect of
this project will be that all information, knowledge and skills gained
from the quantitative analysis will remain within the rail industry. The
supplier should have previous experience in quantitative and qualitative
risk analysis for complex social issues. They should be skilled in
statistical analysis but should be able to present the results of the
evaluations in varying format for different audiences. The supplier should
have excellent written and presentational skills, as they will be required
to develop guidance and possibly web-based toolkits for the rail industry.
A good working knowledge of the rail industry would be advantageous but is
not mandatory. Work stream B – Development of strategic plan to address
alcohol-related problems on the railways A supplier is required to support
RSSB with the development of a strategic plan that will address
alcohol-related problems on the railways. This plan should consider issues
such as staff and passenger abuse and assaults, poor perception of
personal safety by rail customers due to drunks, and intoxicated
customers’ lack of awareness of personal safety risks on railway property.
New additional research on alcohol-related problems and their impact is
excluded from the scope of this activity. The supplier will liaise with
the RSSB intelligence analysts, the supplier carrying out Work stream A
(see above) and experts on general alcohol-related issues in order to
harvest key supporting evidence on the nature, scale and impact of
alcohol-related problems. This evidence should highlight the need for a
railway strategic plan. The scope is likely to include the development and
implementation of a multi-stakeholder engagement plan; as key stakeholders
need to be implicitly involved with the development of the strategic plan
and supportive of the key actions identified in it. RSSB is looking for
the supplier to propose novel and effective ways of ensuring full
engagement and support from key stakeholders both inside and outside the
railway community including the police, government agencies, special
interest groups and other industries and other countries that have similar
problems (eg the airline and ferry industries, where passengers are also
contained whilst travelling). The supplier will need to work with key
stakeholders to identify and develop options for addressing
alcohol-related problems on the railways. A consultative exercise may be
required to assess the viability of the options and the likely support
from railway customers for key measures that may affect them. RSSB would
like proposals from the supplier on how to identify and develop these
options, and how to gain sufficient support from key stakeholders on
sensitive measures. The supplier should have previous experience in
facilitating high-profile strategic initiatives with industry and/or
government agencies. They should be skilled in the development of key PR
and communications material, workshop facilitation and the coordination of
