SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Dunstable College Kingsway Campus Redevelopment.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Works.
Design and execution.
Main site or location of works: Kingsway Dunstable LU5 4HG.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): New Build of
approximately 11,700 sq.m (gross internal area), comprising general and
specialist teaching areas, administration and support space. The scope
includes demolition external works, infrastructure and parking. The scope
could also include enabling and temporary works and accommodation.
Demolition of redundant buildings and construction will be carried out in
a phased basis to ensure safe operation of the College and continuity of
service. The design is currently being progressed to RIBA stage D, having
reached this stage, it is intended to appoint a Design an Build Contractor
procured through a two stage tender process to complete the design and
carry out the works. It is anticipated the design team in part or its
entirety will transfer or be novated to the contractor. The aim of the
project is to create a modern educational campus providing the facilities
for the people of Dunstable. The project seeks to replace existing
accommodation which is not fit for purpose. The facilities must be
flexible to adapt to changing educational priorities and developing
technologies. The Design of the completed buildings must provide the
College with a strong presence and identity. And be of high architectural
and build quality. The project must also be delivered within predetermined
financial constraints. Please note no further information is available at
this stage. Requests to participate are to be based on information and
details requested within this notice.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: Provide evidence of
Professional Indemnity Insurance to a level of 10 000 000 GBP for each and
every occurrence. Details of requirements Performance Bond, Parent Company
Guarantee, General Insurance etc will be included within the tender
documents Parent Company Guarantees from the ultimate Holding Company or
Corporate entity will be expected.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Monthly Payments
based on certified valuations of completed works, subject potential
incentivisation payments.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: The Contract will be let to a single
entity, provide details of legal status and organisation structure
indicating relationship with parent company etc.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: 1.) All
Candidates will be required to produce a certificate or declaration that
they are not bankrupt or the subject of an administration order, they are
not being wound up, have not granted a trust deed, are not the subject of
a petition presented for sequestraton of their estate, have not had a
receiver, manager or administrator appointed and are not otherwise
apparently insolvent.
2.) All Candidates will be required to produce a certificate or
declaration demonstrating that the candidate , their directors or any
other person who has powers of representation, decision or control of the
candidate has not been convicted of conspiracy of conspiracy , corruption,
bribery, or money laundering . Failure to provide such a declaration will
result in the candidate being declared ineligible and they will not be
selected to participate in this procurement process.
3.) All candidates will be required to produce a certificate or
declaration demonstrating that they have not been convicted of a criminal
offence relating to the conduct of their business or profession.
4.) All candidates must comply with the requirements of the State in which
they are established, regarding registration on the professional trade
register.
5.) Any candidate found to be guilty of serious misrepresentation in
providing any information may be declared ineligible and not selected to
continue with this procurement process.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: All candidates will be
required to provide evidence of relevant professional risk indemnity
insurance Provide annual financial reports and audited accounts for the
previous 3 years Statement from the organisations bank stating capacity to
undertake this project Provide details of relevant target annual turnover
compared to current workload, with details of projects that will be
concurrent with this project.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: A statement of the candidates average
number of staff and managerial staff over the previous 3 years Details of
the educational and professional qualifications of their managerial staff,
and those of the persons who would be responsible for providing the
services or carrying out the work or works under the contract. A statement
of the candidates technical facilities; measures for ensuring quality; and
their study and research facilities. Demonstrate (with supporting
documentation where appropriate) the following The contractors ability
taking into account their particular skills, efficiency and reliability,
to provide suitably qualified experienced professional and technical
resources and a methodology and approach capable of delivering the
requirements of this project. Details of management team proposed for this
project to include career details relevant experience and qualifications.
A proven track record in delivering similar recent projects to the
appropriate quality, on time, and within budget. Where possible these
should be projects that have been completed by the office/team proposed
above. Previous experience with regard to Health and Safety policy, and
how this would be implemented on this project. Summary of Health and
Safety record. Previous experience with regard to methodology in dealing
with defects, during the defects liability period.
