Section II: Object of the contract
II.1) Description
II.1.1) Title attributed to the contract by the contracting authority:
Consumer testing of possible new format and content for the European
Standardised Information Sheet (ESIS) on home loans.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.
Service category No 6.
Main place of performance: the tasks are to be performed at the premises
designated by the contractor. A maximum of 3 co-ordination meetings with
the Commission (a kick-off meeting, an interim meeting and a final
meeting) will be held in B-Bruxelles/Brussel. In addition, the contractor
will participate in a workshop to be organised by the Commission in
B-Bruxelles/Brussel.
II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The present
invitation for tender seeks to award a contract for widespread and
systematic market testing of a revised European Standardised Information
Sheet (ESIS). This will involve an evaluation of consumers' information
needs, an examination of whether the different options for the
presentation of individual information items are clearly understandable to
consumers, and an assessment of whether the overall package of information
elements (the entire ESIS) meets consumers' needs.

II.2) Quantity or scope of the contract
II.2.1) Total quantity or scope: The estimated maximum amount is EUR 550
000 for the total completion of the work, including all travel and
subsistence expenses. The duration of the tasks shall not exceed 11 months
from the date of signature of the contract by the last contracting party.
Work will follow the timetable detailed in the terms of reference.
II.2.2) Options: No.
II.3) Duration of the contract or time limit for completion: 11 months
from the award of the contract.

III.1) Conditions relating to the contract
III.1.1) Deposits and guarantees required: All the conditions applicable
as well as the possible guarantees requested are specified in the draft
contract, annexed to the tender specifications.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Specified in the
tender documents.
III.1.3) Legal form to be taken by the group of economic operators to

III.2) Conditions for participation
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: tenderers
will fill in the form provided with the tender specifications and provide
the documents requested in it.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met:
proof of economic and financial capacity may be furnished by 1 or more of
the following documents:
1) In the case of legal persons, and in respect of each of them when more
than 1:
— appropriate statements from banks or evidence of professional risk
indemnity insurance,
— the presentation of balance sheets or extracts from balance sheets for
at least the last 2 years for which accounts have been closed, where
publication of the balance sheet is required under the company law of the
country in which the economic operator is established,
— a statement of overall turnover and turnover concerning the services
covered by the contract during a period which may be no more than the last
3 financial years.
2) In the case of natural persons: appropriate statements from banks or
evidence of professional risk indemnity insurance.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met:
— relevant qualifications for this project as evidenced by previous
experience in multi-country consumer testing in the area of financial
services,
— proven experience in developing methodologies for consumer testing and
carrying out high-quality results analysis, as demonstrated by
publications or previous research or other activities,
— experience in a range of EU 27 Member States and the ability to conduct
a multi-country analysis across all 27 EU Member States, taking into
account the different language regimes,
— experience in carrying out complex and technical assignments on
financial services topics comparable to the one which is the subject of
this tender in an effective and efficient manner within the requested time
frame.
All the criteria must be verifiable. The capacity of tenderers and any
subcontractors or correspondents will be assessed on the basis of the
evidence detailed in section 13 of the tender specifications.

IV.1) Type of procedure
IV.1.1) Type of procedure: Open.
IV.2) Award criteria
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated below:
1. relevance, completeness, and viability of the proposed methodology for
consumer testing of the ESIS and its individual information items as
described in Annex I, Para. 3 of the tender specification; weighting: 40;
2. proposed means to ensure the requested scale, reach and effectiveness
of the analysis, in particular with regards to geographical and consumer's
category coverage; weighting: 40;
3. adequacy of the tenderer's human and technical resources to provide
high quality and reliable data as well as complete a detailed analysis in
a timely and efficient manner to the fulfilment of the contractual
objectives; weighting: 20;
4. the price; weighting: 0.
The evaluation committee will consider further only those tenders that
have obtained at least a technical quality score of 60 points and a
minimum of 50 % for each individual technical award criteria (1), (2) and
(3).
The evaluation committee will then proceed with the financial comparison
of the tenders retained for further consideration according to the
following procedure.
The retained tender with the lowest total price receives a financial score
equal to the maximum score received for the technical quality award
criteria. The other retained tenders are awarded points by means of the
following formula:
financial score = (lowest total price/total price of the tender being
considered) x (maximum score received for the technical quality award
criteria).
The most economically advantageous tender is established by means of the
computation of a final score according to the following formula:
final score = (technical quality score) + (financial score).
