INVITATION FOR PROPOSALS

MRC Results-Based Monitoring and Evaluation System:
Provision of Consultancy Services for
System Development and Implementation

The Mekong River Commission Secretariat (Hereinafter “the Employer”) hereby invites sealed
Proposals from eligible Consultants for the consultancy services called “MRC Result-Based
Monitoring and Evaluation System: System Development and Implementation” in accordance
with the terms and conditions mentioned in the Request for Proposals.

This Request for Proposal (RFP) includes the following documents:
Section I - Invitation for Proposals
Section II - Instructions to Bidders
Section III - Technical Proposal Forms
Section IV - Financial Proposal Forms
Section V - Form of Contract
Section VI - Terms of Reference

The proposals shall be submitted in one outer sealed envelop containing two separate sealed
envelopes, one envelope containing the Technical Proposal and one envelope containing the
Financial Proposal. The outer envelope shall be clearly marked “Proposal: MRC Result-Based
Monitoring and Evaluation System: System Development and Implementation RFP No. 08 –
135 - DO NOT OPEN BEFORE DEADLINE SUBMISSION DATE”. The two sealed inner
envelopes shall be marked “Technical Proposal” and “Financial Proposal” respectively. The
selection will be quality and cost based (QCBS).

Deadline for submission of proposals is 11 July 2008, 16.00 hours Lao time.

Consultants may request a clarification of any of the RFP documents up to 27 June 2008. Any
request for clarification must be sent in writing, by facsimile or Email. The Client will respond
in writing, by facsimile or Email and will send written copies of the response (including an
explanation of the query but without identifying the source of inquiry) to all interested
Consultants. At any time before the submission of Proposals, the Client may amend the RFP by
issuing an addendum in writing by facsimile or Email. The addendum shall be sent to all
interested Consultants and will be binding on them. Consultants shall acknowledge receipt of
all amendments. To give Consultants reasonable time in which to take an amendment into
account in their Proposals the Client may, if the amendment is substantial, extend the deadline
for the submission of Proposals.
