II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Provision of Distributors and / or Builders Merchants Services for
Construction Related Materials used within the Refurbishment of
Residential Properties.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.
Service category No 01.
Main place of performance: Northern England. Primary focus will be social
housing properties located in the North of England. However, supplies may
be required across the entirety of the UK.

II.1.3) The notice involves: The conclusion of a framework agreement.
II.1.4) Short description of the contract or purchase(s): GM Procure, a
procurement consortium, established in the North West of England,
currently consists of 30 social landlords who own or control over 200 000
properties and cover a geographical area primarily in the North West of
England but with members having stock in other parts of the UK.
neprocurement, a newly formed housing sector procurement consortium in the
North East of England is currently made up of 10 organisations comprising
LSVTs, ALMOs, and traditional housing associations. These members own or
control over 100 000 properties in the North East of England with a
geographical spread from Blyth, Westwards to the Durham area and South to
include Redcar area and locations in between. GM Procure in association
with neprocurement, jointly wished to establish a four year non-binding
Framework Agreement for the provision of distributor and / or builders
merchants services for construction related materials used within the
refurbishment of residential properties to its members, current and
future, at the locations described at II.1.2 above. It is anticipated that
other landlords in the North East, North West and other areas of the UK
may join the consortia in the future and become clients of the Framework.
Materials were primarily required for planned maintenance and investment
programmes, however it is envisaged that services will be required for
other activities such as New Build programmes and responsive repairs. GM
Procure in association with neprocurement, will utilise a bespoke
non-binding Framework Agreement from which call-offs will be made using a
bespoke supply contract. The award of the Framework Agreement does not
constitute any guarantee of work. This Contract Award Notice is placed on
behalf of the above members. The Framework entered in to will be managed
by GM Procure in association with neprocurement. All members, either
current or future, will be entitled to call off individual contracts
pursuant to the Framework Agreement. Any such contract will be held,
managed and supervised by the individual member organisation making the
call off.

lodging appeals: GM Procure in association with neprocurement incorporated
a minimum of 10-calender–day standstill period at the point information on
the award of the contract was communicated to tenderers. This period
allowed unsuccessful tenderers to seek further debriefing from GM Procure
in association with neprocurement before the contract was entered in to.
Applicants had 2 working days from the notification of the award decision
to request additional debriefing and that information was provided a
minimum 3 working days before the expiry of the standstill period.
