Expressions of Interest

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business Issue No 604, dated 16th April,2003.

The Ministry of Rural Development, Government of India has received a loan/ credit from the International Development Association (IDA) and International Bank for Reconstruction and Development (IBRD) for the amount of US$ 400 million equivalent toward the cost of the Rural Roads Project, and it intends to apply part of the proceeds of this credit to payments under the contracts for provision of services of consultants for the technical examination of upgrading and construction works of rural roads in the state of Uttar Pradesh.

The services of technical examiners will be required to provide regular technical assistance and monitoring services for quality assurance, and contract administration for Bank funded rural road sub projects in the State, to verify: (i) proper application of environmental, social and techno-economic screening procedures for the selection of rural road sub-projects; (ii) detailed design is in compliance with agreed technical standards as well as stipulated environmental and social management measures and; (iii) compliance of actual works with contract conditions and quality assurance procedures as well as agreed environmental and social management measures. The services would be required for up gradation of about 414 Kms. of rural roads in the state of Uttar Pradesh under the proposed project, covering Allahabad, Bahraich, Barabanki, Barreilly, Basti, Etawah, Farrukhabad, Jaunpur, Kushinagar, Mau, Pratapgarh, Rae Bareli, and, Shahjahanpur for World Bank Project finance in the State.

The roads to be taken up in each district have been identified under Tranche-III. The proposed roads have been identified from the rural roads core network prepared by the State to provide basic access to each habitation. The assignment would last for about 2 years.

The Government of Uttar Pradesh through the Chief Executive Officer, UPRRDA now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information demonstrating that they are qualified to perform the services (e.g. Brochure, description of similar assignments, certificates, experience in similar conditions, availability of appropriate skills among staff/ key personnel etc.) Consultants may associate to enhance their qualifications. The "association" may take the form of joint venture (with joint and several liability) or of a sub-consultancy.

The consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines. Selection and Employment of Consultants by Bank Borrowers, as amended May 2004, available at www.worldbank.org/procurement.
