RFP FOMILENIO QCBS 2008-09

Consulting Services – Productive Development Project (PDP), Activity 1: Business and Production Services Activity Service Providers 2 (SP2) for:
Agriculture, Forestry, Dairy and Agroindustry SP2-AFDA
Tourism, Artisan and Other Sector SP2-TAO

This Request for Proposals (RFP) follows the General Procurement Notice corresponding to the first semester 2008, published in dgMarket online on January 9, 2008, UN Development Business online on January 15, 2008, local newspapers La Prensa Gráfica and El Diario de Hoy on January 18, 2008, and posted on the FOMILENIO website at http://www.fomilenio.gob.sv.

Through a grant agreement signed on November 29, 2006, the Government of El Salvador (GOES) received a US$ 460.9 million grant from the Government of the United States of America via the Millennium Challenge Corporation (MCC), a US Government corporation created to help to facilitate the reduction of poverty through sustainable economic growth. FOMILENIO (Fondo del Milenio), the locally established Millennium Challenge Account (MCA) entity, is the accountable institution established under Salvadoran law to act on behalf of GOES on this initiative. Subject to the terms and conditions of related agreements, and the availability of funds, GOES intends to use a portion of the proceeds of this Compact to fund procurement of professional services to assist in the management of the Productive Development Project in a transparent and fiscally sound manner.

The goal of the Compact is to advance economic growth and poverty reduction in the Northern Zone of El Salvador. The Program includes the following Projects: 1) Human Development Project, 2) Productive Development Project, and 3) Connectivity Project.

The payments to be done by FOMILENIO will be subjected to the terms and conditions, including restrictions on the use of funds from MCC indicated in the Compact. No other party but GOES and FOMILENIO will have any rights on the Compact or will have any rights to claim funds from the MCC resources.

Any person or entity that has been blacklisted from participation in procurements funded with World Bank assistance or debarred or suspended from participation in procurements funded by the United States Federal Government or otherwise prohibited by applicable United States law or Executive Order or United States policies, including under any then-existing anti-terrorist policies, shall be excluded from procurements awarded under the Compact.

The services to be contracted under this RFP will be selected under the Quality and Cost Based Selection (QCBS) described in this document, in accordance with the MCC Program Procurement Guidelines of February 15, 2008, Section I.B, which is found at: http://www.mcc.gov/documents/mcc-guidelines-programprocurement.pdf.

This invitation seeks technical and financial proposals from interested private and/or non-governmental consultants to deliver technical, operational and administrative services under Activity 1 of the “Productive Development Project” (PDP). The RFP seeks to contract consulting services, with an estimated contract amount of $22 million, targeting two distinct umbrella sectors: Agriculture, Agro-forestry, Forestry, Dairy, and Agro-industry sectors (SP2-AFDA), and Tourism, Artisan (handicrafts), and Other non-agricultural sectors (SP2-TAO). The targets for this consultancy are an increase of 15% in real net incomes of 9,500 beneficiaries and the creation of 7,800 new full-time equivalent jobs at the end of the 4-year contract.

The RFP is structured to procure services in two lots: SP2-AFDA and SP2-TAO. Firms are invited to bid on either or both lots separately and/or on both in a single combined proposal. The contract and period of execution for services under this activity (SP2-AFDA and SP2-TAO) is 48 months. Combined proposals that encompass both SP2-AFDA and SP2-TAO and that achieve significant cost savings will receive additional points in the final evaluation.

Please note that a pre-proposal conference will be held on June 18 at 9:00 AM at FOMILENIO´s Procurement Agent Office – San Salvador, El Salvador. This contract for Consulting Services is estimated to start in September 2008. The interested Firms can obtain the “Request for Proposals” documents at no cost, and additional information in the address indicated below starting June 5, 2008 from Monday through Friday from 9:00 AM to 4:00 PM (El Salvador local time). The Request for Proposal documents can also be downloaded from FOMILENIO’s web page (www.fomilenio.gob.sv), in the Section Procurement, starting on the indicated date above.

All proposals (SP2-AFDA, SP2-TAO, or combined) must be submitted in Spanish according to the MCC’s Spanish Language waiver dated March 13, 2008. The proposals shall be sent to the address indicated below by July 16, 2008, no later than 3:00 PM (El Salvador local time). Proposals received after this time and date will not be considered and will be returned unopened.
