INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

The Philippine Ports Authority - Port District Office of Southern Luzon, through its Bids and Awards Committee for Engineering Projects, invites contractors registered with and classified by the Philippine Contractors Accreditation Board (PCAB) to apply for eligibility and subsequently to bid, if eligible, for the hereunder contract:

A. Name of Contract : Provision of Baggage Screening Facility and Ticketing Booths

B. Location : Port of Calapan, Oriental Mindoro

C. Brief Description : The project involves the construction of building for the baggage
screening machine (46.80 sq.m.) and ticketing booths (54.40 sq.m.)
at the Port of Calapan, Oriental Mindoro

D. Required Equipment (Owned/Leased):

1 unit - concrete mixer, 1-bagger
1 unit - concrete vibrator, 3HP
1 unit - jackhammer w/ compressor
1 unit - welding machine, 400AMP
1 unit - oxy-acetylene cutting outfit
1 unit - bar cutter

E. Approved Budget for the Contract (ABC): P2,175,795.05

F. Source of Fund: PPA Corporate Fund, CY 2008 PPA Corporate Budget

G. Contract Duration: 75 calendar days

H. Required PCAB Registration and Classification: At least Small "B" - Building

Interested contractors will be issued Eligibility Statement Forms only upon submission of Letter of Intent (LOI) and presentation of copy of the PCAB license for verification purposes and upon payment of the cost of the Eligibility Form in the amount of P1,120.00.

Prospective bidders should possess a valid PCAB license and registration particulars applicable to the type and cost of the contract to be bid, have key personnel and equipment available for the prosecution of the contract as listed in Item D above, and must have completed a contract/s similar in nature to the contract to be bid within the past five (5) years with a value of at least 50% of the approved budget for the contract to be bid, and must meet the other eligibility requirements stated in the Eligibility Statement Form. Application for eligibility, as well as the preliminary examination of bids, will be evaluated on a "pass/fail" basis. The BAC will conduct post-qualification of the lowest/single calculated bid. In accordance with the RA 9184 and its IRR, as amended, a contract will be awarded only to the lowest/single calculated and responsive bidder.

Bidding will be conducted through open competitive bidding procedures as specified in the IRR-Part A, as amended, of RA 9184. Eligible bidders must submit their bids on the date, time and place specified in the above schedule. Late bids will not be accepted. All bids must be accompanied by a bid security in the form of cash, cashier's check, or manager's check in the amount equivalent to one percent (1%) of the approved budget for the contract (ABC). The bidding documents shall be issued only to bidders declared by the BAC to be eligible to bid for the procurement of this contract upon payment of the non-refundable cost of the documents in the amount of P2,800.00. Bids received in excess of the ABC shall be automatically rejected at bid opening.

All particulars relative to eligibility statements and screening, bid security, performance security, pre-bid conference, submission/receipt/opening of bids, evaluation of bids, post-qualification, award of contract and contract implementation shall be governed by the provisions of R.A. 9184 and its Implementing Rules and Regulations - Part A, as amended.

The Philippine Ports Authority - Port District Office of Southern Luzon assumes no responsibility whatsoever to compensate or indemnify bidders of any expenses incurred in the preparation of their eligibility statements and of their bids.

The Philippine Ports Authority - Port District Office of Southern Luzon reserves the right to accept or reject any Bid, and to annul the bidding process and reject all Bids at any time prior to the award of contract without thereby incurring any liability to the affected bidder or bidders.
