Nature of Requirements:

Development, Production and Distribution of Marihuana Products

The Department of Health has a requirement for the development,
production and distribution of Marihuana Products in Canada.

The objective of this requirement is that a Contractor will be
selected to provide quality-controlled and standardized
marihuana products to ensure an uninterrupted legal supply to
persons authorized by Health Canada to possess or produce
marihuana products for medical purposes in Canada.

The work is structured as follows:

A) Phase 1 - Premises Readiness

Development of Cannabis Production Premises and Systems (Phase 1
must be completed no later than 6 months after contract was
awarded).

B) Phase 2 - Products Acceptance

Optimize and Confirm the Overall Process and Capacity of
Production of Marihuana Products (Phase 2 must be completed no
later than 18 months after Phase 2 authorization).

C) Phase 3 - Fully Operational

Reporting Requirements and Production and Distribution of
Marihuana Products (full production from Year 3 to Year 7).

D) Conduct other work (for example - R&D services, ad-hoc
reports in response to special enquiries, operational variation
reports) on an "as and when requested" basis.

The period of services is for seven years with two irrevocable
options to extend the contract for two (2) additional one (1)
year periods.

All parties interested in obtaining a copy of the Statement of
Work (SOW) MUST hold the following security designations and
sign a Non-Disclosure Agreement:

    - a valid Designated Organization Screening (DOS) with Document
Safeguarding at the level of         PROTECTED B, issued by the
Canadian Industrial Security Directorate (CISD), Public Works
and     Government Services Canada (PWGSC).

    - Personnel requiring access to PROTECTED information, assets
or work sites                 licensed under the Controlled Drugs and
Substances Act (Narcotic Control Regulations),             must EACH hold
a valid RELIABILITY STATUS, granted or approved by the
                CISD/PWGSC.

In addition to criteria subject to point rating, the Request for
Proposal (RFP) includes the following Mandatory Requirements:

1.         The Bidder MUST submit its Financial Bid in accordance with
the Pricing Basis specified in Annex "A" of this bid
solicitation.

2.        The Bidder MUST submit a Security Plan that addresses the
Directive on Physical Security Requirements for Controlled
Substances, 1999 (Web site:

        for proposed storage premises, and that is informed by
premises-specific Threat and Risk Assessment (TRA) for all
proposed production, storage and distribution premises.
    
        This Plan will be evaluated under the Point Rated Evaluation
Criteria.

3.     Personnel Requirements:
    
        The Bidder MUST demonstrate that individual managers and
scientists have, at a         minimum, an undergraduate degree from a
recognized university in one of the following         fields:

            i) plant biology or agronomy; or
            ii) biochemistry: or
             iii) analytical or organic chemistry

        To demonstrate compliance with this, the Bidder must provide
the following for each         individual manager and scientist
proposed:

            A) name of the undergraduate degree obtained;
            B) name of the university from which the degree was obtained;
            C) year that the degree was obtained.
    
4.     The Bidder MUST specify a Canadian location for the
proposed Production, Storage and Distribution premises and
Laboratory.

Pointed Rated Evaluation Criteria

The Technical Bids will be evaluated and scored in accordance
with the evaluation criteria contained in the
RFP.

Selection Method

To be considered responsive, a bid must:

(a)    meet all the Mandatory Requirements of the bid solicitation ;
(b)    obtain the required minimum points for the criteria with a
pass mark;
(c)    obtain the required minimum points for each group of
criteria with a pass mark; and
(d)    obtain the required minimum of 378 points for the criteria
which are subject to point rating specified in the bid
solicitation. The rating is performed on a scale of 540 points.

Bids not meeting (a) or (b) or (c) or (d) above will be declared
non-responsive. The responsive bid with the lowest evaluated
price will be recommended for award of a contract.


Delivery Date: Above-mentioned

The Crown retains the right to negotiate with suppliers on any
procurement.

Documents may be submitted in either official language of Canada.
