Evaluation of a major support programme for the FE system to ensure that
the Government’s agenda outlined in "World Class Skills – Implementing the
Leitch Review of Skills in England" is realised.
The Quality Improvement Agency has been set up to spark fresh enthusiasm
for innovation and excellence in the learning and skills sector. It is
leading the challenge to those involved in teaching, learning and training
to lift their performance and implement the Government’s reforms for
learning and skills.
The Government’s "World Class Skills – Implementing the Leitch Review of
Skills in England" is clear about the significant changes required to meet
the UK’s economic aspirations. As part of this, FE providers in England
will need to expand and improve their capacity to deliver to an employer
led market, offering training and support which will make a significant
difference to the employer’s business and the skills of employees.
Building on the work undertaken in QIA’s Development Programme for the
LSC’s Train to Gain Service a contractor/s will be appointed to deliver a
comprehensive development programme to ensure that providers can fully
participate in delivering their part in World Class Skills. The programme
will ensure that those who are already excellent can improve their
capacity and achievements and that others can make structural, cultural
and organisational changes required to be effective in this area of work.
An independent external evaluation of the support programme is now being
commissioned and will operate concurrently.
Expressions of interest are invited from organisations that can provide
this service to standards outlined by QIA.
The prospective contractor must demonstrate that they have in-depth
experience of delivering similar evaluation services in the learning and
skills sector with a focus on employer-led provision.
QIA will appoint a national contractor to run the support programme. It
will be delivered nationally but will need to offer LSC regional
flexibility. It is expected that the programme will run for a minimum of 2
years.
