II.1.4) Short description of the contract or purchase(s): Cumbria and
Lancashire Education Online ("CLEO") is one of 10 English Regional
Broadband Consortia which were set up by the Department for Children,
Schools and Families (DCSF) (formerly Department for Education and Skills
(DfES) in 1999 with the intention of delivering broadband connectivity
into schools. CLEO consists of Cumbria County Council and Lancashire
County Council and is jointly funded by the DCSF, Cumbria County Council,
Lancashire County Council and financial contributions from schools. For
the purposes of this ITN and any awarded contract, Lancashire CC will act
as the contracting authority on behalf of both councils. The CLEO
broadband network provides high quality broadband connections for
participating schools across the Cumbria & Lancashire administrative
areas. The CLEO broadband network, including the core network
infrastructure and services, is designed, managed and maintained under a
services contract with LUNS. The network forms part of the National
Education Network ("NEN") and is interconnected via a UKERNA link and the
JANET network to all other RBCs. CLEO now wishes to procure a number of
fibre routes as part of an upgrade to its core network and is inviting
bids on the terms set out in the ITN and the Statement of Requirements.
