ADDENDUM NO.1

Prospective Bidders are hereby by notified to take note of this Addendum which serves to issue amendments to the Request for Expression of Interest (EOI) for Tender No. PR 9/5/1/08 (XIX): Consulting Services for Regional Integration of Botswana’s Transport Sector Study advertised in the Botswana Government Gazette of 6 June 2008, Vol XLVI, No. 35. The Addendum shall not be read in isolation, but shall be read together with the original RFP issued to yourselves and any other documents that form part of the tender.

Herein are the amendments to the RFP:

1. Under the heading 'Submission of EOI', delete the sentence reading 'One (1) original and six (6) copies ………… clearly marked "Consultancy Services for Regional Integration Of Botswana's Transport Sector Study" and should be delivered …......... on 23rd July 2008' in its entirety and replace with:

One (1) original and six (6) duplicate copies of the expression of interest must be submitted in a sealed envelope clearly marked "PR 9/5/1/08 (XIX) Consultancy Services for Regional Integration of Botswana's Transport Sector Study" and should be delivered at the Tender Reception, PPADB, Ground Floor, Plot No. 8913, Maakgadigau Way, Gaborone West Industrial Site and addressed to "The Board Secretary, Public Procurement and Asset Disposal Board, Private Bag 0058, Gaborone" by 10:00 hours local time (GMT+2:00), on 23rd July 2008.

2. Under the heading 'Evaluation Criteria', delete the table in its entirety and replace with:

REQUEST FOR EXPRESSION OF INTEREST (EOI)

Background

The Botswana Roads Department (BRD) under the Ministry of Works and Transport (MWT) in the Republic of Botswana has decided to undertake a study for Regional Integration of Botswana’s Transport Sector. In order to achieve this, it has been decided to engage suitable consultancy firm mobilising financial and technical support from World Bank. This consultancy is a part of the Regional Integrated Transportation Study undertaken by the Government of Botswana.

Invitation of Firms

BRD which is the implementing agency on behalf of the MWT invites competent consulting firms to express their interest in providing the services for the study on Regional Integration of Botswana’s Transport Sector. The purpose of the study is to suggest strategies for fully integrating Botswana’s transport system with the SADC region, especially with the key infrastructure facilities such as ports, major transport corridors, railways etc. The purpose is to develop and maintain Botswana as the transport hub of the SADC region and the preferred route for regional traffic, by providing an integrated, efficient, cost effective, safe, reliable, and sustainable transport and related infrastructure services that meet the needs of all existing and potential users. The study is also expected to examine how the transport infrastructure in the country should be developed in order to meet the growing demands of the economy and how the existing transport corridors in the country should be maintained and managed in order to realize its full potential contribution towards the social and economic development of Botswana and the region

Interested consulting firms must provide information indicating that they are competent to perform the services describing similar assignments undertaken, experience in similar conditions, availability of appropriate skills among staff, etc. The expression of interest shall include the above information summarized in the font Times New Roman 11 points not exceeding four thousand (4000) words.

Only consulting firms found able to provide the required services based on their past experiences, qualification and experiences of staff components, and able to deliver similar services will be considered for short-listing.

It should be noted that the Botswana Roads Department is not obliged to invite any or all the participants to the subsequent bidding process those responded to an expression of interest for this project.

Scope of Services

The overall objective of the Consultancy services consists mainly in eight (8) parts.

Part A, Literature Review
Part B, Analysis of Transport System.
Part C, Transport System Performance Analysis.
Part D, Analyses of Regional Road Corridors.
Part E, Analysis of Cross Border Transport Facilities.
Part F, Multi – Modal Transport Operations.
Part G, Institutional Framework.
Part H, Cost and Environmental Assessments.

This assignment is expected to commence in January 2009 and is expected to last for a period of eight (8) months.

Submission of EOI

One (1) original and six (6) copies of the expression of interest must be submitted in a sealed envelope clearly marked “Consultancy Services for Regional Integration Of Botswana’s Transport Sector Study” and should be delivered at the Tender Reception, PPADB, Ground Floor, Plot No. 8913, Maakgadigau Way, Gaborone West Industrial Site and addressed to “The Board Secretary, Public Procurement and Asset Disposal Board, Private Bag 0058, Gaborone” by 10:00 hours local time. (GMT+2:00), on 23rd July 2008. The submissions shall be opened immediately thereafter in the tender opening room of the PPADB in the presence of firms or their representatives who choose to attend. LATE SUBMISSIONS WILL NOT BE ACCEPTED.

Evaluation Criteria

The following evaluation criteria of EOI will be considered for short-listing of Consultants:

Based on the above criteria, a maximum of six (6) consultants with Overall Total Points passing a cut-off point of 80% will be selected for invitation to submit proposals.
