The Government of the Republic of Uganda has received a credit from the International Development Association (IDA) towards the cost of Energy for Rural Transformation (ERT) Project, and intends to apply part of the proceeds of this credit to payments under subsidies to Non Governmental Organisations (NGOs) to establish, operate and maintain NGO internet Centres in selected districts in Uganda, under the ICT component of the project being implemented by the Uganda Communications Commission (UCC).

The Government of Uganda represented by Uganda Communications Commission now invites eligible NGOs to submit proposals for establishment, operating and maintaining Internet Centres in the districts of Rukungiri, Moroto, Sironko ,Kapchorwa, ,Kiboga and Nakasongola. UCC intends to award 6 contracts for NGO Internet Centres to NGOs operating in one of the mentioned districts. To be eligible for this programme, interested NGOs must be “rural” based, in the sense that their place of operations is not located in a district centre area. Furthermore, eligible organisations must be within the reception range of commercially available, medium/ high-speed Internet access.

An NGO for each district will be selected through a competitive bidding process as specified in the world Bank Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all eligible bidders as defined in the guidelines.

Interested eligible NGOs may obtain further information from Uganda Communications Commission and inspect the bidding documents at the address given below at (a) from 8.30am to 5.00pm.

A complete set of Bidding Documents in English Language may be collected free of charge by interested bidders on the submission of a written application to the address below at (b).

Bids must be delivered to the address below at (b) at or before 17 July 2008 at 10.00am. Late bids shall be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 7(d) at 10.15am on 17 July 2008
