IFB Title: Extra IT hardware for Enforcement Service
IFB Number: JR2/G4/001
1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 704 of 16 June 2007.
2. The Republic of Armenia has received a credit from the International Development Association toward the cost of Second Judicial Reform Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for “Extra IT hardware for Enforcement Service”, Contract JR2/G4/001. This contract will be jointly financed by the Republic of Armenia. Bidding will be governed by the World Bank’s eligibility rules and procedures.
3. The Judicial Reform PIU now invites sealed bids from eligible and qualified bidders for submission of offer to supply the following goods:
- CENTRAL FILE STORAGE SERVER (1)
- CENTRAL FILE STORAGE SERVER ARRAY SYSTEM (1)
- NOTEBOOK (4)
- WORKSTATION (164)
- MONITOR (164)
- ALL-IN-ONE MULTIFUNCTION SYSTEM (52)
- UPS (164)
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (Edition May 2004, Revised October 2006), and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from the Judicial Reform PIU (Attn: Mr. Artur Tunyan, Director; jrpiu@arminco.com) and inspect the Bidding Documents at the address given below from 09.00AM to 6.00 PM (Yerevan local time).
6. Qualifications requirements include:
- Financial Capability to perform the contract: (a) freely available financial resources (cash or ledger balance on bank accounts) minimum for fifty percent of the bid price proposed, and (b) good financial standing with a commercial bank serving checking accounts in the country of registration.
- Experience and Technical Capacity: (a) successful implementation of minimum two contracts during 2006-2007 for supply of the similar goods, each contract valued not less than bid price; (b) availability of a valid ISO 9001:2000 Quality Management Standard certificates respecting the goods manufacturers; (c) availability of Manufacturer’s authorization, (d) availability of established service center located in Yerevan, Armenia. A margin of preference for certain goods manufactured domestically shall no be applied. Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee AMD 45,000 or equivalent in USD. The method of payment will be direct deposit to account number 001-124346-003 at HSBC Bank Armenia. The Bidding Documents will be sent by airmail for overseas delivery and surface mail or courier for local delivery.
8. Bids must be delivered to the address below at or before 15:00 of 14 July 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person or on-line at the address below at 15:00 of 14 July 2008. All bids must be accompanied by a Bid Security of AMD 5,000,000 or an equivalent amount in a freely convertible currency.
