Section II: Object of the contract
II.1) Description
II.1.1) Title attributed to the contract by the contracting authority: AO
10202 — publishing services (Official Journals).
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.
Service category No 15.
Main place of performance: the tasks will be performed at the contractor's
usual place of work or at any other site indicated in the tender, but not
on Publications Office premises. However, meetings between the successful
tenderer and the Publications Office may take place on the premises of the
latter.
II.1.3) The notice involves: The establishment of a framework agreement.
II.1.4) Information on the framework agreement: Framework agreement with
several operators.
Maximum number of participants envisaged for the framework agreement: 5
per lot.
Duration of the framework agreement: 66 months.
Justification for a framework agreement lasting more than 4 years:
— the legal value of the online version of the Official Journal may be
established during the term of contract No 10202,
— the specific nature of the Official Journal calls for substantial
investments on the part of the service providers as well as the setting up
and running of highly specialised production teams,
— for newcomers to the market, setting up the mechanisms and adjusting the
production processes need a certain amount of time,
— should the current service providers be re-selected, they will have to
change some of the parameters of their production processes in order to
meet the demands of authenticating the electronic version,
— some publications (budget documents, customs documents) require a
familiarisation period of up to 6 months in order to prepare for actual
production,
— the price list has been thoroughly revised with a view, in particular,
to opening up the contract to new service providers; this revision will
require IT developments in order to check invoices electronically,
— preparing the invitation to tender for the production of the Official
Journals and analysing the tenders entail an extensive investment in human
resources and in time that would be difficult to repeat every 3 years.
Estimated total value of purchases for the entire duration of the
framework agreement:

the invitation to tender is the conclusion of successive multiple
framework contracts for the provision of publishing services (Official
