Goodfellow AFB, San Angelo Texas, requires a service contract for the development and maintenance of the Ground and Airborne Cryptologic Linguist; Cryptologic Analysis; Electronic Signals; and Systems Security Interactive Multi-media instruction (IMI) courseware, (hereon referred to as *A&R/Linguist*), at Goodfellow AFB, Texas. This requirement is 100% Set-Aside for Small Business. The requirement will be solicited and evaluated under procedures of FAR 12, Commercial Items. The North American Industry Classification System (NAICS) code is 541511. The size standard is $23M. The anticipated performance period is 01 Jun 08 to 31 May 2009, with four (4) one-year option periods. However, there is no guarantee that the option periods will be exercised. All offerors must be registered at the Central Contractor Registration (CCR) website at www.ccr.gov, the On-Line Representations and Certifications (ORCA) website at www.bpn.gov, and have a tax identification number and a Data Universal Numbering System (DUNS) number. DUNS information and/or application can be accessed at http://smallbusiness.dnb.com or by calling 1-800-234-3867. The solicitation will be posted on or about 30 May 2008, and will be open for at least 30 days. A site visit will be scheduled approximately 2 weeks prior to the solicitation closing date. Exact date will be shown in the Request for Proposal (RFP). All offerors are urged to attend the site visit. Following an initial (unclassified) site visit briefing, vendors will have the opportunity to visit the facility(ies) where the work will be performed. In order to attend the second portion of the site visit, vendors are required to have a TS/SCI security clearance. Vendors must provide the name(s) and social security number(s) prior to the site visit, as instructed in the RFP. Access to the site will be limited to the organized site visit only. The government contemplates award of a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract to the responsible offeror whose proposal conforms to the requirements of the solicitation and is most advantageous to the Government.
