(iv) Local availability of after sales services and spare parts for the proposed for Lots 1-3
(v) Evidence that the proposed goods are suitable for operation in Uganda conditions
(vi) Evidence that the bidder is a legally registered entity
(vii) Evidence of VAT Registration (Local Bidders Only)
(viii) Evidence of payment of taxes for the last financial year (local bidders only)

EAST AFRICAN TRADE AND TRANSPORT FACILITATION PROJECT

PROCUREMENT OF LOT 1: MOBILE WEIGHBRIDGES AND PERIPHERALS (4NO.); LOT2: MOTOR VANS (4NO) LOT 3: GENERATORS (4NO.)

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in United Nations Development Business, issue no. 671 of 7th Jan 2006.
2. The Government of Uganda has received a credit from the International Development Association toward the cost of East African Trade and Transport Facilitation Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for the Procurement Mobile Weighbridges and their peripherals.
3. The Ministry of Works and Transport now invites sealed bids from eligible and qualified bidders for the Supply of Mobile Weighbridges and their peripherals as listed below:


LOT 1 1. Mobile Weighbridges (4 No.);
2. Desktop Computers (4 No.)
3. Uninterruptible Power Supply (4No.)
4. Laserjet Printers (4 No.);
LOT 2 1. Vans (4No.)
LOT 3 1. Generators (4 No.).

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from the Project Coordinator (EATTFP), Ministry of Work and Transport, Plot 4/6 Airport Road P.O. Box 10 Entebbe, bkajuna@works.go.ug and inspect the Bidding Documents at the address given below (in 9) from 8:30am to 5:00pm.

A margin of preference for eligible national contractors shall not be applied, as appropriate. Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address given below and upon payment of a non refundable fee Uganda Shillings 100,000. The method of payment will be Bank Advice Form (BPAF). The Bidding Documents will be sent by airmail for overseas delivery and surface mail or courier for local delivery.
8. Bids must be delivered to the address given below at or before 11:00 a.m, 22nd July 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address given at 11:30 .a.m, 22nd July 2008. All bids must be accompanied by a Bid Security as appropriate of UGX 8,000,000 Lot 1, UGX 7,000,000 for Lot 2 and UGX 500,000 for Lot 3 or an equivalent amount in a freely convertible currency.
