PREPARE AND PROVIDE TAXPAYERS WITH
PRINTED INFORMATION MATERIALS

1. This invitation for bids follows the General Procurement Notice for the given project that appeared in UN Development Business, issue No. 723 dated March 31, 2008.

2. The Government of Ukraine has received a Loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Ukraine First State Tax Service Administration Modernization Project and it intends to apply a part of the proceeds of this loan to eligible payments under the Contract for the procurement of Contractor on preparing and providing taxpayers with printed information materials.

3. The State Tax Administration of Ukraine now invites sealed bids from eligible bidders for preparing and providing taxpayers with printed information materials. The materials may be: booklets, brochures, posters, leaflets, calendars etc. It is also to be noted that the runs of the specified information materials will be issued on a regular basis.

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, published by the World Bank in January 1995 and revised in August 1996, September 1997 and January 1999 and is open to all bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria:
- Bidders shall have not less than 3 years of work experience in preparing and publishing printed products (booklets, brochures, posters, leaflets, calendars etc.), demonstrated by reference to 3 (three) successfully completed contracts, including contact details, under which publishing activities relating to makeup page design, design of materials, illustrating and editing, printing out and post-printing processing were performed.
- Bidders shall furnish documentary evidences of their own publishing and printing productive facilities needed for production of information materials listed in the Schedule of Requirements in accordance with the Contract terms and conditions, as well as the staff qualified for designing makeup pages of different printed products based on the information received from the Purchaser.
- Average turnover for the last 3 years (2005, 2006, 2007) should be no less than and average of 700,000 USD per year over the last three years.

5. Interested eligible bidders may obtain further information from the State Tax Administration of Ukraine and inspect the bidding documents at the address (1) indicated in par.7 below from 10:00 a.m. till 5:00 p.m. local time.

6. A complete set of bidding documents in English or Ukrainian may be purchased by interested bidders on the submission of a written application to the address (1) indicated in par.7 and upon payment of a nonrefundable fee in amount of 100 USD or the equivalent in Ukrainian Hryvnya at the rate of the National Bank of Ukraine at the time of payment. The method of payment will be direct transfer to the
BENEFICIARY – State Tax Service Development and Modernization Department, to the account # 35217003000130 in the Kyiv’s Main Department of the State Treasury of Ukraine, MFO 820019, USREOU (EDRPOU) code 25885235, payment details “Attn. STS MD, for BD 1.4.W.2” in Ukrainian hryvnyas,

or to the BENEFICIARY – State Treasury of Ukraine, Kyiv, Ukraine, USREOU (EDRPOU) code 20055032, account # 2513101284489, beneficiary bank JSC “State Export-Import bank of Ukraine”, Kyiv, Ukraine, SWIFT code EXBSUAUX, bank’s MFO code 322313, payment details “Attn. STS MD, for BD 1.4.W.2, Income Code 24060300” in USD.

The document will be sent by courier service or given to a bidder's representative.
All banking charges and fees related to the bank transfer shall be for bidder’s account.

7. Bids must be delivered to the address (1) below not later than at 2:00 p.m.
July 10, 2008 local time. All bids must be accompanied by a bid security. The amount of the bid security shall constitute not less than 1 (one) per cent of the bid price. The bid security currency is the bid currency. Bids submitted after the deadline for the bid submission will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below (2) at 2:30 p.m.
