SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting entity: Pilot
Vessel(s) Contract.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): Design,
construct, commission and delivery of multiple Pilot launches in GRP
material. The Contracting Authority intends to initially purchase two (2)
Pilot launches and have the option to subsequently purchase up to another
two (2). The principal dimensions to be approximately 15.0 - 17.0 metres
long, 4.5 - 5.5 metres breadth and draft not to exceed 1.8 metres.
Projected operating hours are to be 2500 - 3000 per year, at a service
speed of 24 knots. A minimum service life of 12 years is envisaged. The
successful vessel will be capable of carrying out pilotage duties all year
round, 17 miles offshore within the Sunk Precautionary Zone and the
approaches to Harwich. The vessel is to be built to the UK MCA small
commercial vessel and pilot boat code of practice, category 3, and any
other applicable regulation. The GRP structure is to be designed and built
to the requirements of Lloyds Register of Shipping (LRS) Special Service
Craft (SSC) rules.

II.2.1) Total quantity or scope: The Contracting Authority intends to
purchase 2 vessels with an option to purchase up to 2 additional vessels.
Estimated value excluding VAT:
Range: between 1 000 000 and 4 000 000 GBP.
II.2.2) Options: Yes.
Description of these options: The option to purchase two more vessels
indicated at II.2.1 may be exercised at the contracting authority's
discretion as follows: the option to purchase a third vessel may be taken
prior to delivery of boat 2 and the option to purchase the fourth vessel
may be taken prior to delivery of boat 3 (if either of those options are
exercised).
II.3) DURATION OF THE CONTRACT OR TIME LIMIT FOR COMPLETION: Completion:
31.12.2012.

VI.4) PROCEDURES FOR APPEAL

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: Harwich Haven Authority will incorporate a minimum 10
calendar day standstill period at the point information on the award of
the contract is communicated to tenderers. This period allows unsuccessful
tenderers to seek further debriefing from the contracting authority before
the contract is entered into. Applicants have 2 working days from the
notification of the award decision to request additional debriefing and
that information has to be provided a minimum of 3 working days before the
expiry of the standstill period. Such additional information should be
required from the persons specified in part I.1) If an appeal regarding
the award of a contract has not been successfully resolved the Utilities
Contracts Regulations (SI 2005 No 6) provide for aggrieved parties who
have been harmed or are at risk of harm by a breach of the rules to take
action in the High Court (England, Wales and Northern Ireland). Any such
action must be brought promptly (generally within 3 months).
