SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Changing Attitudes towards Work Based Learning and Apprenticeships Amongst
Young People from Black Minority Ethnic Communities and Areas of Social
Deprivation in Yorkshire and the Humber.

II.1.5) Short description of the contract or purchase(s): An opportunity
exists for a consortium drawn from a range of providers including
voluntary and statutory organisations, who have an understanding of, and
access into, differing communities. The consortium will develop and
progress a range of activities aimed at challenging preconceptions held by
learners, parents and community groups, which will ultimately lead to an
increase in participation from young people from Black Minority Ethnic
Communities and from white areas of economic deprivation into Work Based
Learning/Apprenticeships.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: An opportunity exists for a consortium
drawn from a range of providers including voluntary and statutory
organisations, who have an understanding of, and access into, differing
communities. The consortium will develop and progress a range of
activities aimed at challenging preconceptions held by learners, parents
and community groups, which will ultimately lead to an increase in
participation from young people from Black Minority Ethnic Communities and
from white areas of economic deprivation into Work Based
Learning/Apprenticeships.
At this stage we are looking at a pilot project that can concentrate on:
Specific geographical areas, including a rural and urban setting within
which a group of learners from the groups specified above reside.
Finding new ways of engaging with young people from economically/socially
deprived areas and local employers to encourage entry into and support
within successful WBL or Apps.
Develop, in conjunction with the LSC marketing team, publicity that can
challenge culturally specific views of Apps/WBL especially amongst the BME
Communities.
Generate a local directory of suitable role models, who can exemplify the
benefits of Apps WBL, to families and learners, especially those from BME
Communities.
Develop, identify and implement a mentoring programme that can, be used to
support learners to enter and to successfully complete WBL/Apps.
To evaluate the effectiveness of the pilot and to recommend key elements
of effective working with this group for dissemination to other providers.
There is potential for the contract to be extended for a further two years
from 1.4.2009. This is dependent on; the success of this Pilot Phase,
funding availability, performance and the service continuing to meet LSC
requirements.
Estimated value excluding VAT: 660 000 GBP.

7. Demonstrate a proven ability to work with young people from a range of

8. Demonstrate an ability to deliver the project within agreed timescales
and to budget. Weighting: 10.
