FOR COMMUNITY INFRASTRUCTURE UPGRADING PROGRAMME (CIUP)

INVITATION FOR BIDS (IFB)

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 635 of 31st December 2004.

2. The Government of Tanzania has received a credit from the International Development Association (IDA) towards the cost of Local Government Support Project (LGSP) and it intends to apply part of the proceeds of this credit to payments under the Contract for Construction of roads and associated Structures; storm water drains, public toilets, solid waste collection points and streetlights in Kilimani sub-ward in Kinondoni Municipality.

3. The Kinondoni Municipal Council, P.O.Box 31902 Dar es Salaam now invites sealed bids from eligible and qualified bidders for the construction of 0.53Km of gravel footpaths, 2.31Km of two- way gravel roads, 1.54km of one-way gravel roads, 4.38Km of road side drains, 1.6Km of major secondary drains, 2 Box culverts and streetlights in Kilimani sub-ward, Manzese ward. The construction period is nine (9) months.

4. Bidding will be conducted through the “International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and are open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

5. Interested eligible bidders may obtain further information from the Secretary, Kinondoni Municipal Council Tender Board, P.O.Box 31902, Dar es Salaam, and inspect the Bidding Documents at the address given below from 7.30 – 15.30 hours East African Time.

6. Qualifications requirements include:

- A list of key technical staff, plant and equipment to be assigned to the project, as well as information on experience in works of similar nature carried out in the past five (5) years.

- Evidence of adequate working capital e.g. access to lines of credit and other financial resources, accompanied with authority to seek references from Bidder’s bankers.

- Total monetary value of construction works performed as well as reports on financial standing such as profit and loss statements and auditor’s report for the past five (5) years.

- Information regarding any litigation involved in the past five (5) years.

A margin of preference for eligible national contractors/joint ventures shall apply.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of Tshs. 100,000.00 (One Hundred Thousand only) or an equivalent amount in freely convertible currency. The method of payment will be in cash or Banker’s cheque. The Bidding Documents will be collected on the spot or sent by courier if so relevant.

8. Bids must be delivered to the address on para 12 below at or before 10.00 a.m. on 18th July,2008. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives, who choose to attend in person at the address below, promptly after 10.00 a.m. 18th July,2008.

9. A Pre-bid meeting will be held on 20th June,2008, at 10.00 a.m. at Kinondoni Municipal Council Conference room, 1st Floor, at the junction of Kawawa Road and Morogoro Road.

10. The construction works at site are expected to commence by September,2008.

11. All bids shall be accompanied by a Bid Security of Tshs. 25,000,000 (Twenty Five Million Only) or an equivalent amount in a freely convertible currency, issued by a Bank, Insurance or Bonding institution.
