Eligibility of Bidders:   Qualifications requirements include:

(a) Financial Capability

The Bidder should have financial resources/access to a credit line of at least 100% of the quoted bid price.

(b) Experience and Technical Capacity

(i) The bidder should have successfully completed contracts during the last five years from the deadline of submission of bids that aggregate to the supply of at least the quantities specified in the Table in Paragraph 3 above.

(ii) The manufacturer should be in the business of manufacturing the above items for at least the last five years from the deadline of submission of bids. These items should also have been in successful continuous operation for at least three years from the deadline of submission of bids.

A margin of preference for certain goods manufactured domestically shall be applied

Proposed Electricity Distribution & Transmission Improvement Project
World Bank Loan Number: “To be assigned”.

Procurement of ELR Material – Distribution Transformers
Bid No.IESCO/MMM/ICB-11

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue No. WB 243 - 695 of January 12, 2007.

2. The Government of the Islamic Republic of Pakistan has applied for a loan from the International Bank of Reconstruction and Development toward the cost of Proposed Electricity Distribution & Transmission Improvement Project and it intends to apply part of the proceeds of this loan to payments under the Contract for Procurement of Distribution Transformers.

3. The Islamabad Electric Supply Company, (IESCO) one of the Implementing Agencies of this project, now invites sealed bids from eligible and qualified bidders for the supply of following Goods:

50KVA Transformers = 233 No.
100KVA Transformers = 304 No.
200KVA Transformers = 83 No.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

Bidders should give their best and final price in their bids as no negotiations are expected.

5. Interested eligible bidders may obtain further information from Islamabad Electric Supply Company, Street 40 Sector G-7/4, Islamabad, Pakistan. E-Mail address iesco@iesco.com.pk and inspect the Bidding Documents at the address given below from 830 hours to 1445 hours.

6. Qualifications requirements include:

(a) Financial Capability

The Bidder should have financial resources/access to a credit line of at least 100% of the quoted bid price.

A margin of preference for certain goods manufactured domestically shall be applied.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of Pak Rs 3000/- or US $50/-. The method of payment will be Demand Draft / Pay order. The Bidding Documents will be collected by the Bidder/his authorized representative from the address below. Interested bidders who wish to receive the Bidding Documents through courier should provide an additional amount of Pak Rs.300/- for delivery within Pakistan and Pak Rs.4000/- or US $65/- for delivery overseas.

8. A pre-bid conference will be held at the address below on June 23, 2008 at 1030 Hours, local time.

9. Bids (Each page of bidding document to be signed and stamped) must be delivered to the address below at or before 10:00 AM local time on July 23, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidder/bidder’s authorized representatives who choose to attend in person at the address below at 11:00 AM on July 23, 2008. All bids must be accompanied by a Bid Security of Pak Rs.2,280,000/- or an equivalent amount in a freely convertible currency.
