Invitation for Tenders (IFT)
Port of Palmeira Expansion and Modernization Works – Phase 1
The project is included in the Government of the Republic of Cape Verde
("Government" or "GoCV") governing program for the ongoing legislature,
which plans to modernize and expand the ports infrastructures in the
country. In this particular case, the objectives are to expand the
operational area, to increase the port capacity in order to receive bigger
vessels, to increase the port superstructure, and to make the port safer
and secure.
The works will be financed through an international bank loan and by the
State of Cape Verde budget. The GoCV through the Ministry of Finance and
the Ministry of Infrastructure Transport and Sea ("the Employer") has
applied for an Investment Loan to the European Investment Bank
The Port of Palmeira Expansion and Modernization Project is divided in two
phases. The objective of this procurement process is to select a
Contractor for the works relating to the implementation of the first phase
under a Design-Build contract, which includes the following components:
the construction of a new breakwater and the extension of the existing
quay by 120m, the provision of a ro-ro ramp with a width of 20 m, the
dredging of the approach channel with an indicative water depth of 7.3m,
the pavement of 3,5 ha of the port area and the construction of a
temporary passenger terminal.
The second phase of the Port of Palmeira Project will start a few months
after commencement of the first phase works and will be subject of a
separate invitation for tender.
Tendering will only be open to registered Tenderers who register prior to
July 17th, 2008. The intent of registration is to ensure that the Tender
Documents and all subsequent amendments, if any, are sent to all
interested Tenderers; Registration is not being used to pre-qualify
Tenderers – no Tenderer shall be rejected during the registration process.
Interested Tenderers must register by completing the Registration Form
available at www.enapor.cv , and sending it in PDF format to Employer's
following e-mail addresses: CarlosD@mih.gov.cv ,osvaldolopes@enapor.cv.
and Luis.Sousa@mih.gov.cv . Registration will be completed when a
potential Tenderer receives a registration number from the Employer.
Potential Tenderers may elect on the Registration Form to receive the
Tender Documents, either by 1) receiving an A3-size set of documents in
the hard copy and CD, against payment of € 500 to the Employer through
bank transfer or 2) to receive only a CD with required information for
free. In either case, the tender documents, documents will be sent to
Tenderer by express mail.

Submissions from Tenderers will be evaluated by a qualified Evaluation
Panel. The evaluation process, as more fully described in the Tender
Documents, will include an assessment of the Tenderers' ability to carry
out both the design and the construction of the whole of the Works
(eligibility, historical contract performance, financial situation, and
experience) an assessment of the technical offer (based on the adequacy of
technical offer with works requirements, the adequacy of environmental and
social impact documents and the adequacy of health and safety documents)
as well as Tenderers' total proposed LUMPSUM price for the works. The
lowest priced evaluated Tenderer shall be awarded the Contract subject to
the procedures described in these Tender Documents.
All Tenders must be accompanied by a security in the form and amount
specified in Annex 2 the Appendix to Tender of the Tender Documents.
Furthermore, Tenderers should note that the selected Tenderer shall be
required to submit a performance security as specified in Annex 3 of the
Instructions to Tenderers before the Contract award.
The minimum number of days prior to the submission of Tenders for the
Employer to receive any request for clarification from Tenderers is:
twenty-one (21) days prior to the Tender submission date.
The minimum number of days prior to the submission of Bids that the
Employer will respond is: fourteen (14) days prior to the Tender
submission date.
A site visit shall be organized. The site visit shall take at June 16th ,
2008 at 9h00 AM (Cape Verde local time) at the Port of Palmeira.
A Pre-Bid meeting shall take place at June 16th, 2008 at l0h00 AM (Cape
Verde local time) in Port of Palmeira, ENAPOR meeting room.
Tenders must be delivered to the address given below no later than August
14th , 2008 by 10:00 AM (Cape Verde local time). Technical offers (first
envelope) will be publicly opened the same day at the address below at
14:15P PM (Cape Verde local time). Late tenders will be rejected and
returned unopened. Tenderers should be aware that distance and customs
formalities may require longer than expected delivery time. Date of
opening of economic offers (second envelope) will be announced in due time
to the concerned bidders.
