1. The Bosnia and Herzegovina has received a credit from the International Development Association (IDA) towards the cost of Forestry Additional Financing Credit and intends to apply part of the funds to cover eligible payments under the Contract for “Implementation of Phase II of the Second Forest Inventory for Federation of Bosnia and Herzegovina – Field works with data input and processing”, ITB no. BA-Add.Fin.-37791-BOS-ICB-SA-W-08-2.B.2.2. Bidding is open to all bidders from eligible source countries as defined in the Guidelines: Procurement under IBRD Loans and IDA Credits.

2. The Federal Ministry of Agriculture, Water Management and Forestry – PIU Forestry and Agriculture invites sealed bids from eligible bidders for:
1. Preparation of documentation for field work:
Which will be based on GIS documentation (prepared by Employer – project team). Work documentation for each tract shall cover:
- overview map 1:25 000 with drawn tracts (color print, handed-over by Employer),
- Map of tract, 1:10 000, IRS image (color print, handed-over by Employer),
- Survey forms (tract, plot, trees) with inserted number of tract, number of area and theoretic coordinates of plots.
2. Execution of field survey in accordance with foreseen methodology (as provided and adjusted by Employer-Lead Consultant) which shall include the following:
- Additional training of survey team leaders in organization of the Employer (SFI leadership, international consultant, PA (project assistant) and experts of the forestry faculty). Trainees that successfully complete the training are proficient/enabled to work on SFI.
- Selection of professional staff for forming of survey teams: leader of survey team has to have SFI certificate, other personnel have to be experts in forest inventory in order to ensure that the performed training will be used for overall inventory.
- Survey groups are constant and are formed for the whole time of the inventory execution and shall not change.
- Besides additional training for survey team leaders, training will be performed for new survey team leaders, exclusively those that already worked on inventory assignments, after which they will receive certificates.

3. Organization and material support of field works (logistics), which includes:
- Ensuring transportation means for field teams,
- Ensuring accommodation for survey teams,
- Ensuring work safety in the field in a form of ensuring information on position of mined areas (safe access to field survey sites).
4. Quality Control of field surveys includes:
- Control, done by survey team leader, at the end of work on tract (cluster) on completeness of surveyed data;
- Control of work of all survey teams will be done by Employer. Control for Employer is done by Project assistant and Entity coordinator.
- Quality of works is determined through field and computer control.
5. Data entry into computer (provided by Contractor):
6. Periodic reports on dynamics of work execution (every first in the month).
7. Delivery of data (via internet).
8. Delivery of data as hard copy

Field survey will be executed on the territory of: Brcko District; Posavina Canton; Zenica-Doboj Canton; Central Bosnia Canton; Herzeg-Bosnia Canton; Herzegovina-Neretva Canton; West Herzegovina Canton.

The delivery/construction period is 18 months.

3. Bidding documents (and additional copies) may be purchased at address below for a nonrefundable fee of BAM 150 or its equivalent in a freely-convertible currency, for each set. Interested bidders may obtain further information at the same address.

4. Bids shall be valid for a period of not less than 90 days after Bid opening and must be accompanied by Bid security of BAM 25.000 or its equivalent in a convertible currency, and shall be delivered to address below on or before 8th July 2008 at 14:00 hours local time, at which time they will be opened in the presence of the bidders who wish to attend.
