The U.S. Army Tank-automotive and Armaments Command (TACOM) intends to award a 3 year Indefinite Delivery, Indefinite Quantity (IDIQ) contract. This award will be for the Forward Repair System (FRS) Flatrack. The Flatrack is a manufactured, welded metal frame that allows the FRS to be picked up and moved by means of a Palletized Load System (PLS). The North American Industry Classification (NAICS) code is 332999. The solicitation will be a 100% Small Business Set Aside. The Flatrack will be built to specifications outlined in Government provided drawings. The guaranteed minimum order quantity of Flatracks will be 100 each, with the possibility that the Government will buy as many as 1300 each over the 3 year life of the contract. Once an order of 100 Flatracks is placed, the Government is under no further obligation to purchase any additional quantities. Proposals will be evaluated utilizing a best value approach. Award of a contract will be made to the offeror whose proposal offers the best overall value to the Government based on technical capability, past performance, and price. A first article test is required. Shipping will be FOB Destination to Rock Island, IL. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet: https://aais.ria.army.mil/aais/SOLINFO/index.htm.

CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same.
Estimated issue date for the solicitation is June 20, 2008.
