CONSULTING SERVICES

REQUEST FOR EXPRESSIONS OF INTEREST
The Government of the Hashemite Kingdom of Jordan (GoJ) has received a Bilateral Grant under the Economic Reform and Development Program from the USAID/ administered by the International Bank for Reconstruction and Development (IBRD). It is intended that part of proceeds of this Grant will be applied to eligible payments under the consulting services contract for which this notice is issued.

The Study Program services include, screening selected public services provision sectors as potential viable Public Private Partnership (PPP) Projects and to identify nine feasible projects which can be marketable projects to the private sector. These components must be completed within six months from the signing of the contract.

In performing this assignment it is expected the following sectors will be viewed by the consulting firms:
1. Municipal Services Sector.
2. Public Transportation.
3. Social Services (Schools and Hospitals.

In order to meet the objectives of the above assignment, the consultancy firm will undertake the following tasks for each of the identified public services provision sectors:

1. Description of the sector and the rationale/benefits of the proposed project.
2. Identification and definition of the proposed PPP project.
3. Feasibility studies for nine potential PPP projects.
4. Overall recommendation and marketing strategy.

The Executive Privatization Commission now invites eligible consulting firms to indicate their interest in providing the services for the Study Program. Interested consulting firms must submit an Expression of Interest; they must provide information indicating that they are qualified to perform the services under this component (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate with other consultants as joint ventures, consortia, etc. to enhance their qualifications.

Consultants will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.

No interviews will be scheduled at this stage of the selection process. However, interested consultants are invited to seek clarifications from the address shown below.

Expressions of Interest must be delivered by mail, courier or email to the address below by November 22, 2007.
