The Government of the Commonwealth of Dominica has received a loan
from the International Bank for Reconstruction and Development in the
amount of USD 960,000 equivalent, and has received a loan from the
International Development Association in the amount of USD 2,240,000
equivalent toward the cost of the Emergency Recovery Project, and it
intends to apply the proceeds of this funding to payments under the
contract for Procurement of Baggage Screening Equipment. Bidding for
contracts financed by the International Bank for Reconstruction and
Development and International Development Association will be governed
by the procurement rules specified in the World Bank Procurement under
IBRD Loans and IDA Credits[1]. It is open to all bidders from eligible
source countries as defined in the guidelines.

The overall development objective of the project is to foster recovery
from the fallout of the events of September 11, 2001 and aims in
particular at creating the enabling conditions for recovery by
enhancing security arrangements at airports and seaports in the
Commonwealth of Dominica in order to secure transportation linkages to
and from major markets. Specifically, the project will finance civil
works, equipment, technical assistance and project management support
to strengthen security arrangements at the Country’s airports and
cruise terminals.

Ministry of Communications, Works and Housing now invites sealed bids
from eligible bidders for the following lot:

- 1.0 Dual scanner for checked bags (Baggage-scanning equipment) -
1
- 2.0 Carry-on Baggage screeners (Sorting and screening machines)
- 2
- 3.0 Walk-through metal detectors (Metal detectors) - 2
- 4.0 Uninterrupted power system unit (Electricity supplies) - 3
- 5.0 Hand-held metal detector (Metal detectors) - 10

Bidding is allowed for whole lots only.

Interested eligible bidders may obtain further information from and
inspect the bidding documents at Ministry of Communications, Works and
Housing at the address below from 09:00 to 15:00. A complete set of
bidding documents in English may be purchased by interested bidders on
the submission of a written application to the address below and upon
payment of a nonrefundable fee of XCD 500. The method of payment will
be: certified cheque, payable to the Emergency Recovery Project. The
document will be sent by Federal Express Service.

Bids must be delivered to the address below by 16:00 on 9 September
2002. All bids must be accompanied by a bid security equivalent to 5%
of the bid price. or an equivalent amount in a freely convertible
currency. Late bids will be rejected. Bids will be opened in the
presence of bidders' representatives who choose to attend at the
address below on 9 September 2002 at 16:30.
