SECTION II: OBJECT OF THE QUALIFICATION SYSTEM
II.1) TITLE ATTRIBUTED TO THE QUALIFICATION SYSTEM BY THE CONTRACTING
ENTITY: Thurles Regional Water Treatment Works and Intake Works - DBO
Contract Pre-qualification.
II.2) TYPE OF CONTRACT: Works.
II.3) DESCRIPTION OF THE WORKS, SERVICES OR GOODS TO BE PROCURED THROUGH
THE QUALIFICATION SYSTEM: The design, build, operation and maintenance for
20 years of a drinking water Treatment Plant and two associated water
intake works in Thurles to provide up to 14 000 m³ per day of drinking
water.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS FOR PARTICIPATION
III.1.1) Qualification for the system Conditions to be fulfilled by
economic operators in view of their qualification: Adjusted Articles 45-51
(inclusive) of Directive 2004/18/EC including proven experience in the
design and construction of potable water treatment plants > or = 10 000 m³
per day or wastewater treatment plants > or = 30 000 PE.
Methods according to which each of those conditions will be verified:
Evaluation of prequalification submissions.
SECTION IV: PROCEDURE
IV.1) AWARD CRITERIA
IV.1.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated below.
1. Financial Criteria. Weighting: 50 %.
2. Technical Criteria. Weighting: 50 %.
IV.2) ADMINISTRATIVE INFORMATION
IV.2.2) Duration of the qualification system: Duration of validity: from
16.5.2008 until 27.6.2008.
IV.2.3) Renewal of the qualification system: No.
SECTION VI: COMPLEMENTARY INFORMATION
VI.2) ADDITIONAL INFORMATION: The deadline for receipt of submissions is
12:00 on 27.6.2008.
Qualification documentation must be sought not later than 12:00 on
20.6.2008.
