USAID/Ethiopia requires the services of a Health Care Financing Advisor to provide technical, management, and coordination services in all areas of Health in support of USAID/Ethiopia�s program. The Advisor is responsible for a broad range of planning, monitoring, coordination, capacity building, and implementation of tasks related to health financing reforms in Ethiopia, namely strengthening health sector finance reform, public health insurance and improving the allocation and management of health sector resources including the establishment of costing information for health system maintenance, expansion, pharmaceutical supply and human resources. The Advisor will also be responsible for the project management of the Health Sector Finance Reform activity supported by USAID, emphasizing the development of financing mechanisms for the health system, financing human resources for health, health insurance plans, analysis and costing of benefits, community oversight of facilities, utilization of retained revenues, pharmaceutical financing, poverty protection of vulnerable populations, and quality monitoring. The Advisor will work with the Team Leaders of HIV/AIDS, and Health. In addition the Advisor will provide extensive technical assistance to the Federal Ministry of Health (MoH), regional and local governments of Ethiopia.
